associations throughout the State. Membership in
the Corporation is available to all savings and
loan associations throughout the State that meet
the qualifications of the Maryland Savings-Share
Insurance Corporation. The Corporation is fund-
ed by the member savings and loan associations.
The Corporation consists of eleven directors,
eight of whom are elected by the member associa-
tions and are representatives of the member sav-
ings and loan associations. Members serve four-
year terms. The Governor, with the advice of the
Secretary of Licensing and Regulation, appoints
three directors for four-year terms. The Corpora-
tion selects its own Chairperson and adopts its
own rules, by-laws, and regulations (Code 1957,
Art. 23, secs. 161MM-161XX).

The Governor appointed this Council by Exec-
utive Order in 1970 to succeed the Governor's
Science Resources Advisory Council. It is to pro-
vide the Governor with objective scientific or
technological advice as he deems necessary and
appropriate, identify broad future problems in all
fields to which scientific approaches should be
applied, and to formulate recommendations to al-
leviate these problems and to define problem
areas to which committees could find solutions or
recommendations for action. The Council is also
to define scientific areas where additional research
or the analysis of data is badly needed, to review
the available resources to perform such analysis,
and to recommend the approach to be used. The

Council is further to improve scientific education,
including identification of well-defined problem
areas for studies to be performed by graduate stu-
dents, particularly those studies that will be of
value to the State, to act as a liaison with scien-
tists of other states or agencies in coordinating
approaches to common scientific problems, and
to provide scientific and technological advice to
the principal Executive Departments at the Gov-
ernor's request or with his approval.

The State Scholarship Board, created by Chap-
ter 412, Acts of 1961, consists of nine persons
appointed by the Governor. The membership is
composed of one president of a State college or
university, or his nominee; one president of a pri-
vate college or university, or his nominee; one
president of a community college, or his nominee;
a financial aid officer of a college that is recog-
nized and approved by the State Board for
Higher Education, and that provides a course of
study leading to the granting of a post-secondary
degree or diploma; one representative of a public
high school located within the State; and four cit-
izens chosen for their interest in higher education.
The Governor designates the Chairperson. Mem-
bers serve six-year terms.
The Board administers the General State Schol-
arships, Senatorial Scholarships, House of Dele-
gates Scholarships, Reimbursement of Firemen,
Grants for War Orphans and children of MIA
and POW servicemen. Scholarships for Orphans
of Firemen and Policemen, Scholarships for
Teachers of persons with impaired hearing includ-
ing the deaf. Scholarships for Vietnam Veterans,
Scholarships in Medicine (University of Mary-
land), Family Practice Residency Grants, scholar-
ships at the Professional Schools, the Physician
Assistant and Nurse Practitioner Program, Post-
secondary Proprietary School Grants, Graduate
Nursing Scholarships, and the Distinguished
