The Governor's Salary Commission was creat-
ed by Constitutional Amendment (Chapter 543,
Acts of 1976) and ratified at the general election
of November 1976. The seven-member Commis-
sion consists of the State Treasurer and three ap-
pointments made by the president of the Senate
and three by the speaker of the House of Dele-
gates. All members serve four-year terms. The
Commission selects its own chairperson.

The Commission recommends to the General
Assembly the salaries of the Governor and the
Lieutenant Governor. This is presented in the
form of a joint resolution and must be done no
later than the fifteenth day of the regular session
in 1978 and every fourth year thereafter. The
General Assembly may adopt or reduce the Com-
mission's recommendations, but may not increase
the salaries proposed. Failure to adopt a joint
resolution within fifty calendar days following its
introduction results in adoption of the salaries
recommended by the Commission. Salaries rec-
ommended by the Commission and endorsed by
the Legislature go into effect at the beginning of
the next term of the Governor. A failure of the
Commission to provide salary recommendations
to the Legislature results in no salary changes
(Const. 1867, Art. II, secs. 1A, 21 and 21A).

The Office for the Coordination of Services to
the Handicapped was created in 1977 pursuant to
Chapter 946, Acts of 1977. The Director is ap-
pointed by and serves at the pleasure of the Gov-
ernor.

The Office for the Coordination of Services to
the Handicapped identifies, analyzes, and evalu-
ates all programs and services for handicapped
citizens in the State; systematically collects infor-
mation to identify needs and gaps in services and
programs; coordinates and supports public and
private agencies, departments, and organizations
that provide services and programs to the handi-
capped; and provides an information and referral
service for such services and programs. It
identifies barriers to the delivery of adequate ser-
vices and recommends corrective procedures; and
identifies and recommends to the State and local
agencies sources of State and federal funds avail-
able for expanding services and programs. In ad-
dition, it submits an annual report to the Gover-
nor, which sets forth the status of services and
programs for the handicapped with recommenda-
tions for the improvement of service delivery;
meets with and provides technical assistance to
the State Advisory Council on at least a quarterly
basis; and promotes and encourages the develop-
ment of local or regional offices to coordinate ser-
vices to the handicapped.

The State Advisory Council for the Coordina-
tion of Services to the Handicapped consists of
nineteen members appointed by the Governor.
The Council includes two members from the
State Department of Education, one of whom is
from the Division of Vocational Rehabilitation,
the other from the Division of Special Education;
one member from the Department of Health and
Mental Hygiene, selected from a pertinent area
agency such as Juvenile Services, Mental Health,
Mental Retardation, Medical Care Programs, or
Drug Abuse Administrations; one member each
from the Department of Human Resources, De-
partment of Budget and Fiscal Planning, Depart-
ment of Transportation, and Human Relations
