This Council was created by Chapter 539, Acts
of 1975, to plan and develop educational pro-
grams in each correctional institution within the
Division of Correction. The Council consists of
the State Superintendent of Schools who serves as
Chairperson, the Commissioner of Correction, a
superintendent of schools in which an institution
is located, and the executive director of the State
Board for Community Colleges, all of whom
serve ex officio, and one public member appoint-
ed by the Governor for a four-year term. The
State Department of Education provides neces-
sary technical and clerical assistance. For budget-
ary and administrative purposes the Council is
under the jurisdiction of the Department of Pub-
lic Safety and Correctional Services (Code Educa-
tion Article, secs. 22-101 through 22-104).

EDUCATIONAL COORDINATING
COUNCIL FOR STATE HOSPITALS
AND JUVENILE INSTITUTIONS

Chairperson: David W. Hornbeck, State Superin-
tendent of Schools

This Council was created by Chapter 539, Acts
of 1976, to develop an educational program in
each State hospital center and juvenile residential
institution within the State Department of Health
and Mental Hygiene. The Council consists of the
State Superintendent of Schools who serves as
Chairperson, the Secretary of Health and Mental
Hygiene, the Director of the Juvenile Services
Administration, the Director of the Mental Re-
tardation Administration, the Superintendent of
Public Instruction of Baltimore City, and two
representatives of county boards of education in
which one of the institutions is located, all of
whom serve ex officio. The Council also consists
of five members appointed by the Governor from
the public at large for five-year terms.

Technical assistance and support is provided by
the State Department of Health and Mental Hy-
giene and the State Department of Education
(Code Education Article, Sec. 20-201 through
22-205).

The State Administrative Board of Election
Laws, created by Chapter 555, Acts of 1969, ex-
ercises supervision over the conduct of elections
in the State.

The Board consists of five members appointed
by the Governor by and with the advice and con-
sent of the Senate for four-year terms. Three
members must be of the same political party as
the Governor, while two members represent the
party that received the second greatest number of
votes in the most recent gubernatorial election.
The Board selects its own officers.

The Governor also appoints the State Adminis-
trator of Election Laws for a six-year term.

The Board exercises supervision over the con-
duct of voter registration and elections in the
State. It adopts rules and regulations to assist the
local boards of supervisors of elections with re-
spect to elections, voting, and voter registration.
The Board has the authority to review, approve,
certify, and decertify voting systems and to adopt
regulations relating thereto. In addition, the
Board serves as a depository for election records
and other relevant election information and
makes an annual report to the General Assembly
(Code 1957, Art. 33, secs. 1A-1, 18-1, 18-2).
