tion. The Southern Regional Education Board is
active in approximately twenty-five academic
fields. It administers the regional education con-
tracts through which states lacking schools in
certain fields are able to secure training for their
students at institutions operated either by other
states or by private corporations. The Board also
studies needs and resources in various academic
fields and joins with universities in Memoranda
of Agreement to plan the development of specific
programs on a regional basis. The University of
Maryland carries on the administrative work of
the Board in Maryland (Code Education Article,
Title 25). The Maryland representatives on the
Board are the Governor and four other persons
appointed by him.

This Council, created by Chapter 22, Acts of
1978, consists of twenty-six members appointed
by the Governor. Members are chosen from per-
sons who represent and are familiar with the fol-
lowing areas, agencies, and institutions: manage-
ment, labor, agriculture, industrial and economic
development, community colleges, institutions of
higher education, vocational-technical institutions,
special vocational education experience and
knowledge, comprehensive secondary schools,

nonprofit private schools, vocational education
teachers, local educational agencies, local school
boards, State Manpower Services Council, disad-
vantaged, sex discrimination, handicapped, the
general public, and vocational education students.
Members serve for three-year terms. The Council
selects its own officers.

The Council is required to carry out the fol-
lowing responsibilities: Advise the State Board of
Education in the development and preparation of
the five-year Plan for Vocational-Technical Edu-
cation and the annual program plan and account-
ability report; assist the State Board of Education
in the development of plans for the evaluation of
the effectiveness of each program addressed in the
State Plan; advise the State 1202 Commission in
the development and evaluation of occupational
education programs; evaluate vocational educa-
tion programs, services, and activities assisted un-
der Public Law 94-482; after consultation with
the State Manpower Services Council (a) identify
the vocational education and employment and
training needs of the State, and (b) assess the ex-
tent to which vocational education, employment
training, vocational rehabilitation, and other pro-
grams assisted by the Act represent a consistent,
integrated, and coordinated approach to meeting
such needs; monitor program evaluations con-
ducted by the State Board of Education; advise
the State Board of Education on policy matters
arising out of the administration of programs ad-
dressed in the five-year State plan and annual
program plan and accountability report; provide
technical assistance on the establishment and op-
eration of local advisory councils to local educa-
tional agencies, postsecondary education institu-
tions, and local advisory councils; advise the
State Board for Higher Education and the State
Board for Community Colleges with regard to
vocational-technical programs, services, and activ-
ities; and prepare and submit to the U.S. Com-
missioner of Education and National Advisory
Council on Vocational Education, through the
State Board of Education, an annual evaluation
report on the effectiveness of the State's vocation-
al-technical education programs (Code Education
Article, secs. 21-101 through 107(e)).
