SOLID WASTE MANAGEMENT
COMMISSION

This Commission was appointed by the Gover-
nor in 1979 pursuant to Resolution No. 6, Acts
of 1980. The Commission was directed to evalu-
ate Maryland's solid waste load predictions for
the next decade and compare that to the predict-
ed need with approved site capacities; to consider
the advantages and disadvantages of regional and
local siting of solid waste management and re-
source recovery facilities; to examine any jurisdic-
tional impediments to regional waste management
and recommend options for overcoming them; to
examine methods of financing and capital costs of
solid waste management facilities; to assess the
potential for resource recovery; and to recom-
mend steps that might be taken to secure the
greatest benefits from solid waste management
and resource recovery activities. The Commission
was to report prior to the convening of the 1981
session of the General Assembly.
MARYLAND TAX COURT STUDY
COMMISSION
Chairperson: Julian I. Jacobs
This Commission was appointed by the Acting
Governor in 1978 at the request of the General
Assembly (Res. No. 30, Acts of 1978). The Com-
mission was charged with the duty of determining
whether the Maryland Tax Court should be made
a constitutional court and to consider matters re-
lated thereto.

GOVERNOR'S TASK FORCE ON
TITLE XX PLANNING
Chairperson: William L. dark
This Task Force was created by the Acting
Governor in September 1978 to make recommen-
dations to the Department of Human Resources
and to the Governor for developing a mechanism
to increase the level of voluntary sector and pub-
lic participation in the State's Title XX planning
process. Title XX of the federal Social Security
Act, enacted in 1975, provides money to states
for planning, administration, and delivery of so-
cial services.
GOVERNOR'S COMMISSION ON
WELFARE GRANTS
Chairperson: W. Shepherdson Abell
Established by executive order in May 1979,
this Commission was asked to study the issues
and report to the Governor recommendations for
revision of the present standard of need for recip-
ients in categorical programs and general public
assistance programs.
STUDY COMMISSION ON
WORKMEN'S COMPENSATION
COVERAGE
Chairperson: Thomas E. Cinnamond
The Acting Governor created this Commission
in 1978 at the request of the General Assembly
(Res. No. 5, Acts of 1978). The Commission was
requested to consider the problem of industrial
health and the adequacy of Workmen's Compen-
sation coverage, and to report to the Governor
with recommendations as to areas where legisla-
tion might be necessary.
