by which State government may alleviate youth
employment problems in the State and promote
the integration of young people into the labor
force. The Task Force is to submit recommenda-
tions in three principal areas: on the possible re-
moval of restrictions upon and deterrents to
youth employment in present State law; on means
by which employment of young people may be
made more attractive through incentive programs
and improvements in vocational education and
apprenticeship programs sponsored by the State;
and on means by which employment of young
people by State government may be increased.
The Task Force is to submit its final report by
December 1, 1980.

GOVERNOR'S COMMISSION TO
STUDY CONCESSIONS IN STATE
PARKS
Chairperson; Fred L. Eskcw, Department uf Natu-
ral Resources
The Governor appointed this Commission in
1976 to conduct a study to determine the feasibil-
ity of granting concessions and certain protected
capital investment rights to private organizations
in State parks and parkways (Res. No. 77, Acts
of 1976). The Commission completed its work in
April 1980.
TASK FORCE ON ENERGY
Created by executive order in 1979, this Task
Force was charged with the responsibility of
keeping abreast of developments in the energy
field so that any future shortages, should they oc-
cur, would be anticipated and planned for in ad-
vance. Among the priorities of the Task Force
was the development of policies and programs for
voluntary conservation of energy.
GOVERNOR'S COMMISSION ON
MENTALLY RETARDED PERSONS IN
THE CRIMINAL JUSTICE SYSTEM

This Commission was established by executive
order in 1977 at the request of the General As-
sembly (Res. No. 53, Acts of 1977). Initially
appointed for one year, the terms of service of
Commission members were extended through
March 1979. The Commission's charge was to in-
vestigate the number, sociological backgrounds,
and needs of mentally retarded persons in the
criminal justice system, to establish what services
and programs were offered to them, and to devel-
op a long-range comprehensive plan for appropri-
ately dealing with mentally retarded persons in
the criminal justice system.
TASK FORCE ON PRISON
OVERCROWDING
Chairperson: Robert B. Watts
The Governor appointed this Task Force in
January 1979 to evaluate the serious overcrowd-
ing confronting Maryland's Correctional System
and to review the issues related to building a
large prison so that the controversy surrounding
this issue could be settled as early as possible.
The Task Force issued a report on February 16,
1979.
GOVERNOR'S COMMISSION ON
RACING REFORM
Chairperson: Lawrence F. Rodowsky
The Governor established this Commission by
executive order in May 1979, and charged it with
the responsibility to conduct a general study of
the racing industry in Maryland and other juris-
dictions and to make recommendations concern-
ing the future organization, structure, financing,
promotion, and regulation of the racing and al-
lied industries in Maryland. The Commission was
to render its report, along with legislative propos-
als, prior to the convening of the 1980 session of
the General Assembly.
COMMISSION TO STUDY THE
OPERATION OF SECURITY GUARDS
AND SPECIAL POLICE
Chairperson: Marshall M. Meyer
The Governor appointed this Commission in
1972 at the request of the General Assembly to
study the operation of security guards and special
police and the relationship between government
and private industry in this field.
