The State Board of Barber Examiners, original-
ly created by Chapter 226, Acts of 1904, had its
membership enlarged by Chapter 509, Acts of
1969, and again enlarged by Chapter 582, Acts of
1975. The Board consists of seven members ap-
pointed by the Governor with the advice of the
Secretary of Licensing and Regulation for five-
year terms. Five members of the Board must have
been barbers for the last five years prior to their
appointment. Two members represent the public.
The Governor designates the President, Secretary,
and Treasurer of the Board.

The Board examines and registers all applicants
for barber licenses in the State of Maryland. It
has authority to appoint subboards, with the ap-
proval of the Secretary of Licensing and Regula-
tion, to assist in its inspection and licensing activ-
ities.

The Board has the power to make such rules
and regulations as are reasonably necessary for
the performance of its duties (Code 1957, Art. 43,
secs. 311-325B).

The Board of Electrical Examiners and Super-
visors, established in 1906, consists of five mem-
bers appointed by the Governor with the advice
of the Secretary of Licensing and Regulation for
two-year terms. Three members of the Board are
practical electricians licensed in the City of Balti-
more, one of whom is a member of the Interna-
tional Brotherhood of Electrical Workers of
Maryland. The other two members represent the
general public. All members of the Board must
be residents of Baltimore City. The Board exam-
ines all persons for certificates of proficiency as
master electrician. No one may install electrical
lighting or wiring, or conductors for electrical
light, heat, or power except under the supervision
of a licensed master electrician. The Board also

adopts regulations for placing, installing, and op-
erating electrical wires, appliances, and apparatus
in Baltimore City (Public Local Laws of Balti-
more City, 1969, Art. 3, secs. 1-18).

The Board of Professional Engineers, estab-
lished by Chapter 752, Acts of 1939, consists of
five members appointed by the Governor with the
advice of the Secretary of Licensing and Regula-
tion for five-year terms. Four members must be
professional engineers and one represents the
public. The engineers may be selected from lists
of nominees recommended by the Maryland
Chapter of the American Society of Civil Engi-
neers, the American Society of Mechanical Engi-
neers, the Institute of Electrical and Electronic
Engineers, and the American Institute of Chemi-
cal Engineers. Professional engineers wishing to
practice in the State of Maryland must apply to
the Board for a certificate, supplying with their
application evidence of their qualifications both in
experience and training. The Board publishes an-
nually a roster that contains the names of those
authorized to practice as professional engineers.
The Board is a member of the National Council
of State Boards of Engineering Examiners, which
aids in the reciprocal licensing of engineers and
seeks to promote uniform standards of licensing
in all States.

Through the cooperation of the local chapters
of the engineering fraternities, the Board seeks to
secure voluntary compliance with the law and the
maintenance of the ethical standards of the pro-
fession. The Board also has specific powers of en-
forcement. These include the investigation of
charges as well as the hearing of complaints of vi-
olations of the registration law, the power to sub-
poena witnesses and the submission of documents
or other pertinent data, and the power to apply
for relief by injunction to enforce the provisions
of the law or to restrain any violation of it (Code
1957, Art. 75 1/2).
