Chestertown, Kent County, authority to take certain un-
improved land in Chestertown, if there is an immediate
need for the land for public purposes, including exten-
sion of municipal water, sewer, and storm drain facili-
ties, providing for payment for land so taken Adds
storm drain facilities to the list of purposes for which
the municipalities in Cecil County may exercise similar
authority
