The State Scholarship Board, created by Chap-
ter 412, Acts of 1961, consists of nine persons
appointed by the Governor. The membership is
composed of one president of a State college or
university, or his nominee; one president of a pri-
vate college or university, or his nominee; one
president of a community college, or his nominee;
a financial aid officer of a college that is recog-
nized and approved by the State Board for
Higher education, and that provides a course of
study leading to the granting of a post-secondary
degree or dipolma; one representative of a public
high school located within the State; and four
citizens chosen for their interest in higher educa-
tion. The Governor designates the Chairperson.
Members serve six-year terms.
The Board administers the General State
Scholarships, Senatorial Scholarships, House of
Delegates Scholarships, Reimbursement of
Firemen, Grants for War Orphans and children
of MIA and POW servicemen. Scholarships for
Orphans of Firemen and Policemen, Scholarships
for Teachers of persons with impaired hearing
including the deaf. Scholarships for Vietnam
Veterans, Scholarships in Medicine (University
of Maryland), Family Practice Residency
Grants, scholarships at the Professional Schools,
the Physician Assistant and Nurse Practitioner
Program, and the Distinguished Scholar Pro-
gram. The Board is empowered to implement
these scholarship programs by appropriate rules
and regulations, to provide for and conduct
examinations of applicants, to determine finan-
cial need, and to select the scholarship recipients
(except the Senatorial scholarship program). A
brochure describing the State scholarship
programs in detail is available upon request
(Code Education Article, sees. 18-201 through
18-205).

The Interagency Committee for Public School
Construction was established under the "Rules,
Regulations, and Procedures for the Administration
of the School Construction Program," first adopted
by the Board of Public Works on June 29, 1971, in
accordance with Education Article, sec. 5-301.
Thereunder, the full responsibility for the State
supervision of school construction activities was
assigned to a tri-agency committee composed of
the State Superintendent of Schools, the Secretary
of the Department of State Planning, and the
Secretary of the Department of General Services.
This committee is known as the Interagency
Committee for School Construction with the
State Superintendent of Schools serving as
chairperson.
Each of the three participating agencies
furnishes staff to the committee. The Executive
and Deputy Directors are appointed by and work
under the direction of the committee.
Each school system in the State submits to the
Interagency Committee by October 15 of each
year its capital improvement program for the fol-
lowing fiscal year, plus an updated continuing
five-year plan.
The committee either approves, defers, or
modifies a school system's proposal in consultation
with local school board staff. The committee
submits with recommendations a consolidated
statewide capital improvement program to the
Board of Public Works, which acts at a special
public meeting in February, The bond authoriza-
tion or loan responding to the approved allocations
is made by the Maryland General Assembly.
The appropriations for the expense of adminis-
trative operations are included in the annual
budgets of the Board of Public Works, the State
• Department of Education, the Department of
• State Planning, and the Department of General
