The Maryland Port Administration was created
on July 1, 1971, as a part of the Maryland Depart-
ment of Transportation, succeeding the Maryland
Port Authority, a semiautonomous State agency
established by Chapter 2, Acts of the Special Session
of 1956. It adopted its present name by Chapter 526,
Acts of 1970, which provided for the transfer of the
rights, duties, powers, and obligations of the Au-
thority to the Administration. Not included are
those powers and duties that were transferred to the
Maryland Transportation Authority.
The Administration endeavors to promote and in-
crease waterbome commerce in Maryland. To this
end the Administration maintains field offices in
Pittsburgh, Chicago, New York, Brussels, London,
Tokyo, and Hong Kong, as well as in Baltimore.
When the Administration's predecessor agency
was created in 1956, the primary objective of the
General Assembly was to improve the facilities
and strengthen the workings of the private opera-
tor. If private facilities were found inadequate,
however, or inadequately operated at any time,
the Authority was empowered to construct, and if
necessary operate, supplementary public facilities
(Code Transportation Article, sees. 6-101 through
6-502). This power was transferred to the Admin-
istration in 1970.
From 1956 through fiscal year 1973, the Mary-
land Port Administration invested some
$108,000,000 in modernizing and constructing in-
ternational general cargo facilities in the port of
Baltimore and expended another S2,000,000 in
new port facilities at Cambridge and Crisfield on
Maryland's Eastern Shore.
MOTOR VEHICLE ADMINISTRATION

The Office of the Commissioner of Motor
Vehicles was established by Chapter 207, Acts of
1910. The Legislature changed this title to the
Department of Motor Vehicles by Chapter 1007,
Acts of 1943. By Chapter 526, Acts of 1970, the
Department was placed within the Maryland De-
partment of Transportation and became the Mo-
tor Vehicle Administration (Code Transportation
Article, sees. 12-101 through 12-209).

DIVISION OF CONSUMER SERVICES

This Division is responsible for licensing motor
vehicle dealers, manufacturers, wreckers and
scrap processors, professional driving schools,
and title service agents. The Division also ensures
that each school bus is inspected for safety three
times a year. With the powers of licensing and in-
vestigation, the Division ensures that dealers and
others in the automotive business honor their
agreements and warranties. Consumer complaints
are handled by this Division.
DIVISION OF VEHICLE
REGISTRATION

This Division is responsible for tilling and regis-
tering all passenger and commercial vehicles in
Maryland. The Division also collects the five percent
excise tax imposed on vehicles titled in the state, the
annual registration fees, and issues registration tags.
DIVISION OF DRIVER EXAMINATION
AND LICENSING

The Division of Driver Examination and Li-
censing is responsible for conducting
examinations of all new drivers and renewing mo-
tor vehicle operators' licenses.
Examinations include testing of the applicant's
visual acuity, knowledge of motor vehicle laws,
and the ability to operate a motor vehicle safely.
Maryland licenses are now classified according
to the type of vehicle the driver will operate and
