The Hazardous Substances Advisory Council
was created by Chapter 618, Acts of 1976, to
control the discharge and disposal of hazardous
substances The Council consists of eight
members appointed by the Governor with the ad-
vice of the Secretary for six-year terms One
member represents the Department of Agricul-
ture, one the University of Maryland Cooperative
Extension Service, one the Division of Labor and
Industry, one the Department of Health and
Mental Hygiene, one the hazardous substance
disposal and management industry, one an indus-
try that generates hazardous substances, one the
Governor's Science Advisory Council, and two
the public at large
The Council advises and assists the Water
Resources Administration in designating hazard-
ous substances and developing rules and
regulations for the management and disposal of
such substances

The Upper Potomac River Commission,
established in 1935, consists of three members
appointed for six-year terms The Governor
appoints the chairperson, the Commissioners of
Allegany County appoint a second member, and
the Commissioners of Garrett County appoint a
third The Commission has jurisdiction over the
water resources of Allegany County and of Elec-
tion District Number 4 (Bloomington) in Garrett
County In July 1953 the Commission took
charge of the Savage River Dam, erected by the
Army Corps of Engineers (Code Natural
Resources Article, sec 1-102)

The Interstate Commission on the Potomac
River Basin is an agency of those states contigu-
ous to the Potomac River Established by an Act
of Congress in 1940, the Commission operates
under the Potomac River Sanitation Compact,
which Maryland ratified by Chapter 320, Acts of
1939 The Compact was amended by P L 91-407
on September 25,1970
The Commission is composed of representatives
of the five signatory members Maryland, Penn-
sylvania, Virginia, West Virginia, and the Distnct
of Columbia While the United States government
is a member of the Commission, it is not a signa-
tory member The representatives from Maryland
include the Governor and two residents of the
Potomac Valley Conservancy Distnct, who are
appointed by the Governor for two-year terms
(Code 1957, Art 43, sees 407, 408) The Com-
mission has jurisdiction over the Potomac Valley
Conservancy Distnct, which was created by the
enabling Act The Distnct embraces an area of
approximately 14,500 square miles in four states
(3,818 square miles in Maryland) with an estimat-
ed population of 4,000,000, of which 3,000,000
are in the Washington metropolitan area The
Commission 1) coordinates, tabulates, and
summanzes existing data on the character, pollu-
tion, and water problems in the Conservancy Dis-
tnct, 2) supplements existing data when necessary
by conducting investigations, 3) disseminates in-
formation to the public on the effects of stream
pollution and the objectives of the Commission,
