a list of three names submitted by the Acoustical
Society of America. One member must be a doc-
tor of medicine specializing in hearing appointed
from a list of at least three names submitted by
the Medical and Chinirgical Faculty of Mary-
land. The third member is appointed from a list
of three names submitted by the President of the
University of Maryland. Two members are
appointed by the Secretary from suggestions
made by the Maryland State Chamber of Com-
merce, the Maryland Transportation Federation,
the Maryland Environmental Trust, and such
other environmental groups as he may select. The
Secretary designates the chairperson, the vice-
chairperson, and the secretary.

The Council is to submit regulations for the es-
tablishment of noise control standards and to
control noise pollution (Code 1957, Art. 43, sees.
822-833).

The State Board of Funeral Directors and
Embalmers, created as the State Board of Under-
takers by Chapter 160, Acts of 1902, received its
present name by Chapter 503, Acts of 1937. The
Governor, upon the recommendation of the Secre-
tary of Health and Mental Hygiene and by and
with the consent of the Senate appoints the eleven
members of the Board for four-year terms. Five
members must be residents of Baltimore City and
six must be residents of the counties. All members
must have been actively engaged in their profession
for the last five years immediately preceding their
appointment. The Commissioner of Health serves
as an ex officio member of the Board. Every person
carrying on the business of funeral directing and
embalming in the State must register with and pro-
cure a license from the Board.

The Board must renew licenses annually, and it
has the power to suspend or revoke any license.
The Board makes regulations for the enforcement

of provisions in the laws regarding funeral
directing and embalming. In general, the laws deal
with qualifications and examinations of applicants
for license and registration. Examinations are held
annually at a time and place to be fixed by the
Board (Code 1957, Art. 43, sees. 339-63). By
Chapter 443, Acts of 1971, the Board issues
licenses for funeral establishments (Code 1957,
Art. 43, sec. 361).

The Commission on Hereditary Disorders was
created by Chapter 695, Acts of 1973. The Com-
mission is composed of eleven members appointed
for terms of four years. No member may serve
more than two consecutive four-year terms. One
member of the Commission is a member of the
Senate of Maryland appointed by the President of
the Senate. One member is a member of the House
of Delegates appointed by the Speaker of the
House of Delegates. Five members of the Commis-
sion are appointed by the Governor at his sole dis-
cretion, provided that these members are not
health professionals or involved in the administra-
tion or ownership of any health care institution or
health insurance organization, or the spouse of a
health professional, administrator, or owner. Four
of the members are licensed medical physicians
knowledgeable in the diagnosis and treatment of
hereditary disorders who are appointed from a list
