The Advisory Council on Drug Abuse, created
by Chapter 404, ^.cts of 1969, consists of certain
ex officio members and nine members represent-
ing the general public who are appointed by the
Governor for three-year terms. The ex officio
members are the State Superintendent of Schools,
the Director of Mental Hygiene, the Assistant
Secretary of Health and Mental Hygiene, the
Commissioner of Labor and Industry, the Com-
missioner of Correction, the Director of the Divi-
sion of Parole and Probation, the Chairperson of
the Maryland Parole Commission, the Director of
the Drug Abuse Administration, the Mayor of
the City of Baltimore, and the Secretary of the
Department of Human Resources. The Council
designates the Chairperson and the Vice
Chairperson who must be members appointed
from the general public.
The Council advises the Governor and the
Drug Abuse Administration on the formulation
of a comprehensive plan for long-range develop-
ment through the utilization of federal. State, lo-
cal, and private resources of adequate services
and facilities for the prevention and control of
drug addiction, diagnosis, treatment, and control
of drug addicts, and the revision from time to
time of such a plan. The Council also promotes,
establishes, coordinates, and conducts unified
programs for education, prevention, diagnosis,
treatment, rehabilitation, and control in the field
of drug abuse in cooperation with other federal,
State, local, and private agencies. The Council
further evaluates existing and planned programs
and facilities administered by the Administration
(Code 1957, Art. 43B, sec. 3).

The Advisory Council on Mental Hygiene was
created within the Mental Hygiene Administra-
tion by Chapter 746, Acts of 1976. The Council
consists of eighteen members appointed by the
Governor for three-year terms from public and
private agencies and groups concerned with men-
tal hygiene. The Council selects its own officers
and advises the Administration in carrying out
policies regarding the social, economic, and medi-
cal problems of mental hygiene (Code 1957, Art.
59, sec. 9).

The Air Quality Control Advisory Council was
created by Chapter 143, Acts of 1967, to super-
sede the Air Pollution Control Council, which
had been created by Chapter 806, Acts of 1963.
The present Council was established to adopt
rules and regulations for the control of air pollu-
tion in the State. The Council consists of not
more than eleven members appointed by the Sec-
retary of Health and Mental Hygiene for terms of
five years. Membership must include a mechani-
cal engineer, a chemical engineer, two members
experienced in air pollution control matters
chosen from lists submitted by the Maryland
Chamber of Commerce, one doctor of medicine,
and one member each chosen from lists submitted
by the University of Maryland, The Johns Hop-
kins University, the Council of Governments of
Metropolitan Washington, and the Maryland
State AFL-CIO.
