The Assistant Secretary for Health plans,
directs, and evaluates the activities of the Envi-
ronmental Health, Laboratories, Preventive Medi-
cine, Aged and Chronically III Services, and Lo-
cal Health Administrations. He also performs
such other duties as may be assigned by the Sec-
retary and Deputy Secretary.

The mission of the Environmental Health Ad-
ministration is to foster and protect the public
health and well-being by providing an environ-
ment free of the uncontrolled release or disposal
of toxic, hazardous, or undesirable substances or
emissions, and by affording the consumer safe
and wholesome food, drugs, and other consum-
able products. In order to pursue these program
goals, the Administration is organized into five
major program units and an administrative
services unit.

The Toxic Substances Control Program
coordinates State activities with federal and lo-
cal programs in establishing appropriate control
methods for toxic and carcinogenic substances.
It protects the public health through regulation
of the manufacture, distribution, and sale of
drug products and regulates controlled danger-
ous substances or drugs with abuse potential.
The unit plans and develops regulations, strate-
gies, and standards for the control of toxic
substances and serves as a technical statewide
resource for this purpose.

Community Health Programs assures safe
and wholesome products and protects the pub-
lic health through regulation of the distribution
and sale of milk, food, and other consumer
products. It provides for the safe collection
and disposal of solid waste. The unit regulates
the control of dangerous emissions through ion-
izing and non-ionizing radiation sources.
Through regulation and inspection, the unit
protects the public against dangerous levels of
noise pollution.

Air Quality Programs develops air resource
management plans and program strategies. It
develops and enforces regulations for control of
emissions from stationary and other sources.
The unit maintains a comprehensive statewide
air monitoring system to provide current
knowledge of ambient pollutant levels in order
to institute regular and emergency procedures
for their control.

The Construction Grants and Planning Pro-
gram reviews and revises plans for sewerage
control. It conducts needs surveys and devises
priority listings for construction of sewerage fa-
cilities. It awards federal and State grant funds
for construction of treatment facilities, reviews
and approves design plans for water and sewer-
age treatment construction, and conducts initial
and final inspections of such construction. In
addition, training is provided for treatment
plant operators.

The Water Sewerage Control Program is re-
sponsible for the development and implementa-
tion of programs to provide safe and ade-
quate public drinking water. The unit is
responsible for the identification and abate-
ment of sources contributing to the pollution
of shellfish growing waters and recreational
waters. It insures that migrant labor camps,
recreational camps, and swimming pools meet
safety and health regulations, and monitors
the proper operation and maintenance of sew-
erage treatment plants.
