the Maryland Industrialized Building and Mobile
Homes Code provides for the appointment by the
Secretary of a Code Enforcement Certification
Board.

The Board consists of nine members, three of
whom are certified code enforcement officials and
one member each from the following groups and
agencies: licensed architect, registered engineer,
representative of the Maryland Department of
Economic and Community Development, educa-
tor, member of the Advisory Commission on In-
dustrialized Building and Mobile Homes, and a
building industry representative. The Board is re-
sponsible for recommending standards for certifi-
cation of code enforcement personnel; examining
and certifying qualified applicants; reviewing
qualifications for certification; revoking certifica-
tion where warranted; keeping records of all its
proceedings; maintaining a current list of certified
code enforcement officials; and making an annual
report to the Secretary (Code 1957, Art. 41, sec.
266EE-4).

The Advisory Commission on Industrialized
Building and Mobile Homes was created by
Chapter 662, Acts of 1971, to make
recommendations to the Secretary of the Depart-
ment of Economic and Community Development
concerning the promulgation and enforcement of
rules and regulations prescribing standards for in-
dustrialized building units and mobile homes. The
same Act provided for the inspection of the man-
ufacturing facilities and the assemblies being pro-
duced. The Commission consists of fifteen
members appointed by the Secretary of the De-
partment of Economic and Community Develop-
ment who serve at his pleasure. Members serve
three-year terms. Those included on the Commis-
sion consist of representatives of industries and
professions involved in the development and con-
struction of industrialized buildings and mobile
homes, persons selected from building code en-
forcement agencies, architectural and engineering
associations, building construction trades, the
contracting and manufacturing industry, legisla-
tive bodies of local government, the financial in-
dustry, and the general public. The Commission
submits an annual report to the Secretary and the
General Assembly regarding rules, regulations,

and programs relating to the Industrialized Build-
ing and Mobile Homes Acts of 1971. The new
HUD Mobile Standard, which became effective
on June 15, 1976, will supersede the Maryland
standard for mobile homes, but the Commission
may still make recommendations. These would be
submitted to HUD for consideration (Code 1957,
Art. 41, sees. 266EE 1-4, 7, 8).

The Advisory Commission on Energy Utiliza-
tion in Buildings was established in 1978 to make
recommendations to the Secretary of Economic
and Community Development regarding the pro-
mulgation of statewide energy utilization
guidelines and their application (Chapter 332,
Acts of 1978). The Commission is composed of
fifteen members appointed by the Secretary who
serve without compensation. Commission
members represent the building code enforcement
agencies, architectural and engineering pro-
fessions, public utilities, the commercial construc-
tion industry, legislative bodies of local govern-
ment, and the general public.
