of one resident of each county through
which the scenic or wild river flows, who
owns land contiguous to the river; one who
does not own such land; one representative
of the local governing body through which
the river flows; and one representative of
each soil conservation district. Members se-
lect their own Chairman. All members are
appointed by the Scenic and Wild Rivers
Review Board with the advice and consent
of the local governing body (Natural Re-
sources Art., 1976 Supp., sec. 8-403).
Roads Board: In Allegany, Caroline, Dor-
chester, Garrett, Queen Anne's, Somerset,
and Worcester counties, the Board of
County Commissioners constitutes the
Roads Board ex officio. In Wicomico
County, the County Council constitutes the
Roads Board ex officio. In Frederick
County, the Roads Board consists of the
Board of County Commissioners, ex officio,
and five members appointed by the Commis-
sioners for five-year overlapping terms. In
Carroll, Harford, and Washington counties,
the County Commissioners are responsible
for county roads, but no specific legislation
constitutes them a Roads Board. In Anne
Arundel, Howard, Prince George's, Mont-
gomery, and Wicomico counties. Depart-
ments of Public Works have charge of roads
and are responsible to the County Council.
In Baltimore County the line of authority
runs to the County Administrative Officer,
and thence to the County Executive. In
Calvert, Cecil, Charles, Kent, St. Mary's,
and Talbot counties, the State Roads Com-
mission takes care of county roads (Code
1957, 1966 Repl. Vol., Art. 25, sees. 1, 25,
26, 34-50, 135-155; Art. 25A, sec. 5; 1969
Repl. Vol., Art. 89B, sec. 220).
Roads Supervisors and Engineers: Appointed
by the governing body of the county (Code
1957, 1966 Repl. Vol., Art. 25, sec. 3).
Boards of Electrical Examiners: Appointed
by the governing body of the county (Code
1957, 1966 Repl. Vol., Art. 25, sec. 3).
Plumbing Boards: Appointed by the govern-
ing body of the county (Code 1957, 1966
Repl. Vol., Art. 25, sec. 3).
Surveyors: Elected by the voters of the
county for four-year terms (Const. 1867, |
Art. VII, sec. 2). A constitutional amend-
ment ratified by the voters at the general
elections held in November 1972 and No-
vember 1974 abolished the office of County
Surveyor except in Charles County. A pro-
posed Constitutional Amendment to be
voted on in 1976 will determine the status
of the office in that county. In Montgomery
County, the office will be abolished in 1978.
Boards of Liquor License Commissioners:
Consists of three members appointed by the
Governor with Senate confirmation for two-
year terms in Anne Arundel, Calvert. Somer-
set and Wicomico counties, and in Baltimore
City. In Allegany, Talbot and Washington
counties, the board consists of three mem-
bers appointed by the Governor for six-year
terms. In Baltimore County, the board is
appointed by the County Executive for two-
year terms. In Caroline County, the Liquor
Control Board constitutes the Board of Li-
cense Commissioners. Members serve for
three years and are appointed by the Gov-
ernor with the advice and consent of the
House of Delegates. A substitute member
may be appointed for a three-year term by
the Governor with House of Delegates con-
firmation. In Carroll and Charles counties,
the boards consist of three members ap-
pointed by the Board of County Commis-
sioners for three-year terms. In Worcester
County, the members serve four-year terms.
In Montgomery County, the County Execu-
tive makes the appointments for six-year
terms subject to Council approval. In Queen
Anne's County, the Board of County Com-
missioners appoints the members for four-
year terms. In Cecil County, the Board of
County Commissioners appoints the mem-
bers for five-year terms. In Dorchester and
Kent counties, the Boards of County Com-
missioners serve as the Board of License
Commissioners ex officio. In Howard
County, the County Council serves as the
Board of License Commissioners ex officio.
In Garrett and Harford counties, the Liquor
Control Board serves as the Board of Li-
cense Commissioners ex officio. In Prince
George's County, the Governor appoints
the members of the board for three-year
staggered terms. In St. Mary's County, the |
