The Governor appointed this Commission
in 1976 by Executive Letter. The Commis-
sion is to consider what the role of the
criminal justice, mental health, and other
rehabilitation agencies should be in dealing
with persons convicted of crimes who are
suspected of suffering from a mental dis-
ease or disorder. The Commission is also
to consider how that role should be carried
out, how all of these might be coordinated,
and developing more objective and accept-
able criteria for diagnosing and treating
these persons and for making recommenda-
tions with respect to them to the courts.
The Commission is to make an interim re-
port by January 1, 1977 and its final report
by January 1,1978.

The former Department of Employment
Security established an Apprenticeship In-
formation Center in the Spring of 1964
under the direction of the U.S. Department
of Labor, Bureau of Apprenticeship and
Training. In conjunction with the opening,
the Governor and the Mayor of Baltimore
City join'tly appointed a Citizens Advisory
Committee. The Governor reactivated this
committee in 1970 and reappointed its
members. The Committee consists of em-
ployer groups, labor minorities, the general
public and representatives of state and local
government. The primary duty of the Com-
mittee is to review all manner of legislation
or official decisions which are made effect-
ing the execution of the apprenticeship
system. The Committee is also to promote
opportunties for employment to youths as
apprentices, act as consultants and advisors
to all groups concerning apprenticeship, ad-
vise and assist in problem areas where re-
sistance to equal opportunity practices is
strong or determined, encourage the setting
up of formal apprenticeship programs, and
study ways and means of encouraging and
accelerating apprenticeship job opportuni-
ties. Officers serve for one year terms and
appoint the Director. |
