Act to hear and pass upon applications and
proceedings pertaining to interstate motor
carrier operation conducted in or through
not more than three states.
By Chapter 234, Acts of 1973, the Gen-
eral Assembly provided for a new method
of financing the operations of the Public
Service Commission. The filing fee of .0009
imposed on gross intrastate utility operating
revenues was repealed. In its place utilities
and common carriers under the jurisdiction
of the Commission are assessed a propor-
tionate share of the Commission's direct and
indirect expenses based on their proportion
of jurisdictional revenues.
The Office of People's Counsel operates
independently from the Commission and
may participate in all proceedings before the
Commission. People's Counsel represents the
interests of the Maryland consumers gener-
ally before the Commission and facilitates
their inquiries on specific utility complaints.
The People's Counsel may appear before
any Federal or State Agency as necessary to
protect the interests of residential or non-
commercial users (Chapter 756, Acts of
1976). The Office of People's Counsel may
utilize existing staff of the Commission, and
may also retain additional expert witnesses
to testify in various proceedings before the
Commission.

St. Mary's College of Maryland was orig-
inally chartered by Chapter 190, Acts of |
1839, receiving its present name by Chapter
59, Acts of 1964. It is governed by a board
of twelve trustees appointed by the Gover-
nor for six-year terms. An accredited junior
college for many years, the College became
a four-year college of liberal arts and
sciences in September 1967. It granted its
first baccalaureate degrees, the Bachelor of
Arts and Bachelor of Science, in June 1971.
Majors are offered in art, biology, English,
history, human development, mathematics,
music, natural science, and social science.
Students may also be trained in professional
education which permits full certification as
secondary school teachers under the recip-
rocal State-Approved Programs Plan. Fall
1975 enrollment was 1,252 (F.TE. 1,179):
1,011 full time and 241 part time students.
The College is fully accredited by the Com-
mission on Institutions of Higher Education,
Middle States Association of Colleges and
Secondary Schools.
St. Mary's is a Serviceman's Opportunity
College. Other special programs include
community service internships, an evening
degree program, a certificate program in
secretarial studies, and Winter Term The
summer session encompasses the Tidewater
Music Festival, music camps for secondary
school students, learning vacations for fami-
lies and adults, and a summer program for
children, as well as academic courses for
college credit.
