where additional research or the analysis of
data is badly needed, to review the available
resources to perform such analysis, and to
recommend the approach to be used. The
Council is further to improve scientific edu-
cation, including identification of well-de-
fined problem areas for studies to be per-
formed by graduate students, particularly
those studies which will be of value to the
State, to act as a liaison with scientists of
other states or agencies in coordinating ap-
proaches to common scientific problems,
and to provide scientific and technological
advice to the principal Executive Depart-
ments, at the Governor's request or with
his approval.

The Maryland Health and Higher Edu-
cation Facilities Authority was created by
Chapter 408, Acts of 1970. The Authority
consists of nine members, of whom the
Treasurer of Maryland serves ex officio, and
eight members appointed by the Governor
for five year terms. Members may be re-
appointed. The Governor designates the
Chairman and the Vice Chairman. The
Authority appoints the Executive Director
and a general counsel, neither of whom can
be members.
The purpose of the Authority is to enable
private health and higher educational facili-
ties to use the Authority as a vehicle to issue
bonds and thereby pay a lower rate of
interest. The Authority was created to pro- |
vide certain hospitals and institutions for
higher education with the facilities and
structures which are needed to carry out the
purposes of the Maryland Health and Higher
Facilities Authority Act of 1970 (Code
1957, 1971 Repl. Vol., 1975 Supp., Art.
43C).

The State Board for Higher Education
was created by Chapter 538, Acts of 1976
to replace the Maryland Council for Higher
Education, which originally was created by
Chapter 41, Acts of 1963 as the Advisory
Council on Higher Education.
The State Board consists of eleven lay
members appointed by the Governor with
the advice and consent of the Senate. Mem-
bers serve five-year terms. Members are
eligible for reappointment. However, no
person may serve more than two full five-
year terms (Code 1957, 1975 Repl. Vol.,
1976 Supp.. Art. 77A, sees. 28-32C, 65,
74).
The Board is assisted by a Segmental
Advisory Committee consisting of nine
members appointed by the Governor. Of
