FINANCIAL DISCLOSURE

The Financial Disclosure Advisory Board
was created by Chapter 3, Acts of the Spe-
cial Session of 1973, to oversee the law
requiring the public disclosure of the per-
sonal finances of public officials in Maryland.
The Board consists of five members. Two
are appointed by the Governor, one by the
President of the Senate, one by the Speaker
of the House of Delegates, and one who is
not a judge, appointed by the Chief Judge
of the Court of Appeals One appointee of
the Governor must represent the majority
party and one the minority party. Members
serve four-year terms, co-extensive with the
term of the Governor. The Board selects its
own Chairman and the necessary staff.
The Board has the duty to recommend
to the Secretary of State such forms as may
be desirable for the filing of the necessary
statements. It investigates complaints of
alleged violations of the Act and reports
violations to the Attorney General. The
Board issues opinions concerning the cov-
erage of the Act upon the request of persons
required to file statements, and may issue
an opinion upon the request of any other
person.
Persons required to file statements must
do so by April 15 of each year (Code 1957,
1971 Repl Vol., 1975 Supp., Art. 33, sees.
29-1 to 29-10).

The creation of the Governor's Salary
Commission was proposed as a Constitu-

tional Amendment by Chapter 543, Acts
of 1976. As ratified by the voters at the
general election of November, 1976, the
Commission is to consist of seven members.
These are to include the State Treasurer,
and three appointments to be made by the
President of the Senate, the Speaker of the
House of Delegates. All members are to
serve four year terms. The Commission
selects its own Chairman. The Commission
is to recommend to the General Assembly
the salaries of the Governor and the Lieu-
tenant Governor This is to be presented in
the form of a joint resolution and must be
done no later than the fifteenth day of the
regular session in 1978 and every fourth
year thereafter (Const. 1867, Art. 11, sees.
1A, 21 and 21A).

The Governor appointed this Council by
Executive Order in 1970 to succeed the
Governor's Science Resources Advisory
Council. It is to provide the Governor with
objective scientific or technological advice
as he deems necessary and appropriate,
identify broad future problems in all fields
to which scientific approaches should be
•applied and to formulate recommendations
to alleviate said problems, and defines prob-
lem areas to which committees could find
solutions or recommendations for action.
