The Board of Airport Zoning Appeals,
originally created by Chapter 450, Acts of
1968 had its membership altered and re-
constituted by Chapter 443, Acts of 1976.
The Board now consists of eight members
appointed by the Governor, with the advice
of the Secretary of Transportation and the
advice and consent of the Senate.
Three members of the Board must be
residents of Anne Arundel County. Three
members represent Baltimore County and
two, including the Chairman represent areas
in which a State-owned airport is not lo-
cated. The Chairman of the Board shall be
designated by the Governor. Members serve
four year terms.
The Board is authorized and empowered
to hear, decide and grant specific variances
from airport zoning regulations in cases of
practical difficulty or unnecessary hardship
(Code 1957, 1968 Repl. Vol., 1976 Supp.,
Art. 1A, sees. 7-703 (h) (2) and 8-
802 (e)).

The Mass Transit Administration was
created by Chapter 526 Acts of 1970 as

amended by Chapter 253, Acts of 1971, a:
part of the Maryland Department of Trans
portation. As the public transit arm of the
Department, the Mass Transit Administra
tion operates and maintains the public bus
system and proceeds with the developmen
and implementation of Phase 1 of the Balti
more Region Rapid Transit System. Thesi
operational and developmental activities an
conducted within the Mass Transit Adminis
tration's metropolitan service area whici
encompasses Anne Arundel County, Balti
more City and Baltimore County. In addi
tion, the Mass Transit Administration ad
ministers a program to provide technical am
financial assistance for the development or
improvement of public transportation facili
ties in small urban areas throughout the
State of Maryland.
Prior to its incorporation into the De
partment of Transportation in July of 1971
the Mass Transit Administration functions
as the Metropolitan Transit Authority whici
was originally established by Chapter 160
Acts of 1969, succeeding a former Au
thority created by Chapter 670, Acts of
1961.
The Mass Transit Administration is or
ganized into three divisions: the Metro-
politan Transit System Division, the Rapid
Transit Development Division and the Put
lie Transportation Development Division
Overall responsibility for all Mass Trans:
Administration activities is vested in th
Administrator who reports directly to th
Secretary of Transportation.
The Mass Transit Administration fleet(
which numbers over 1,000 buses travels i
excess of 26 million miles a year through
out the metropolitan service area.
The Section A rapid transit system, which
is moving into the final design stage of i
development, is the first segment of the
Baltimore Region Rapid Transit System \
