sentations are investigated and that appro-
priate corrective action takes place. The
Division also ensures that dealers, manu-
facturers, and others are aware of Federal
and State laws and regulations.
DIVISION OF VEHICLE
REGISTRATION
Donald W. Harrison, Director
The Division of Vehicle Registration is
responsible for the tilling and registering
of all passenger and commercial vehicles in
Maryland. This Division collects the four
per cent tilling excise tax imposed on ve-
hicles titled in the State, and the annual
registration fees.
DIVISION OF FIELD SERVICES

In an effort to decentralize the Motor
Vehicle Administration's services to resi-
dents of the State, its first regional office
was opened in Salisbury on November 17,
1969, to serve residents of the Eastern
Shore. Since then, the Administration has
opened additional regional offices in Balti-
more City, Cumberland, Hagerstown, Rock-
ville, Forestville, College Park, Waldorf, and
Chesapeake City.
These branches offer a full range of
Motor Vehicle Administration services in-
cluding: vehicle registration, license review
hearings, driver rehabilitation clinics, title
and driver record information and tag sales.
All offices except Baltimore City also offer
driver license testing facilities.
GENERAL SERVICES

DIVISION OF FINANCE AND
STATISTICS
Robert P. Kirchner, Director
The Division of Finance and Statistics is
responsible for the major accounting activi-
ties of the Motor Vehicle Administration. It
prepares the annual budget and maintains
the appropriation and disbursing ledgers.

The Division also compiles the statistical
information essential to revenue distribution
and highway research as well as the Ad-
ministration's annual report.
DIVISION OF DEPARTMENTAL
SERVICES
George E. Benton, Director
This Division encompasses a variety of
supporting activities necessary to the overall
functioning of the Motor Vehicle Adminis-
tration. It includes the Communications,
Print Shop and the Mail Sections.
The Communications Section supplies
law enforcement and other authorized agen-
cies with motor vehicle information around-
the-clock, seven days a week. Recently in-
stalled computerized equipment in this sec-
tion now furnishes instant records on stolen
vehicles nationwide.
DRIVER LICENSING AND CONTROL

DIVISION OF DRIVER RECORDS
Leroy A. Hall, Director
This Division's activities include the sus-
pension, revocation and restriction of driv-
ing privileges of those individuals not re-
sponsive to rehabilitation or who have com-
mitted extremely serious violations.
The Central License File and the Case
History Files are also located within this
Division.
DIVISION OF DRIVER REVIEW
AND REHABILITATION
Leonard W. Kestler, Director
The Division of Driver Review and Re-
habilitation consists of two sections, the
Driver Rehabilitation Clinic and the Review
and Reinstatement Section.
The Driver Rehabilitation Clinic was es-
tablished in 1962 to improve the attitude
of problem drivers. It consists of four two-
hour sessions held at Glen Bumie and at
