tion. The Secretary of Public Safety and
Correctional Services, with the approval of
the Governor and with the advice and
consent of the Senate appoints the remain-
ing three members for three year terms.
Each appointive member must be from dif-
ferent geographical areas of the State. The
eleven non-appointive members may be rep-
resented by alternates except for the Deputy
Secretary for Public Safety, who serves as
the Chairman.
Subject to the authority of the Secretary
of Public Safety and Correctional Services,
the Commission is vested with the following
authority, responsibility and duty: to pre-
scribe standards for the approval and con-
tinuation of approval of entrance-level and
in-service schools at which police training
and security training courses required by
this section shall be conducted, including
but not limited to present existing State,
regional, county, and municipal police
training schools; to approve and issue cer-
tificates of approval to such training schools,
to inspect such schools from time to time,
and to revoke for cause any approval or
certificate issued to such school; to pre-
scribe the curriculum, the minimum courses
of study, attendance requirements, eligi-
bility to attend, equipment and facilities,
and standards of operation for such training
schools; to prescribe minimum qualifications
for instructors at such schools and to certify,
as qualified, instructors for approved train-
ing schools and to issue appropriate certifi-
cates to such instructors; to certify officers
who have satisfactorily completed training
programs and to issue appropriate certifi-
cates to such officers; to conduct and oper-
ate approved police training schools as de-
fined in this Act; to appoint, with the ap-
proval of the Secretary of Public Safety and
Correctional Services, an Executive Direc-
tor, to serve at its pleasure, who shall per-
form general administrative functions, and
to fix his compensation; to employ such
other persons as may be necessary to carry
out the provisions of the law, upon approval
of the Secretary of Public Safety and Cor-
rectional Services and the legislature; to
make such rules and regulations as may be |
reasonably necessary or appropriate to ac-
complish the purposes and objectives of the
law; to make a continuous study of en-
trance-level and in-service training methods
and procedures and to consult with and ac-
cept the cooperation of any recognized fed-
eral, State, or municipal law enforcement
agency or educational institution; to consult
and cooperate with universities, colleges and
institutions in the State for the development
of specialized courses of study for police
officers in police science and police adminis-
tration; and to consult and cooperate with
other departments and agencies of the State
concerned with police training.
The administrative staff of the Commis-
sion also performs staff duties and responsi-
bilities in connection with the Correctional
Training Commission (Code 1957, 1971
Repl. Vol., Art. 41, sec. 70B).

The Sundry Claims Board was estab-
lished by Chapter 440, Acts of 1961, to
administer claims filed by any prisoner in
the Patuxent Institution, or in the Maryland
Penitentiary, the Maryland House of Cor-
rection or any other institution under the
supervision of the Division of Correction,
who has been injured in the scope of his
employment at such institution while work-
ing for compensation. The Board consists
of the Attorney General of Maryland, or
his representative, the Comptroller of the
Treasury, or his representative, and the
Secretary of the Department of Public Safe-
ty and Correctional Services, or his repre-
sentative. The Governor designates one of
the members to be the Chairman and an-
other to be the Secretary of the Board
(Code 1957, 1971 Repl. Vol., 1975 Supp.,
