The son of Lloyd J. and Elsie Pezold
Wineland, Secretary of State Fred L. Wine-
land was born in Washington, D.C, on
August 16, 1926. Educated in the public
schools of the district, American University,
and graduated from South Eastern Univer-
sity, the Secretary joined Wineland Enter-
prises — a chain of motion picture theaters
and closed-circuit television operations es-
tablished by his father in 1929 — upon
discharge from the U. S. Navy after World
War II. Today, Mr. Wineland serves as the
corporation's Vice President and Treasurer.
Upon moving into Prince George's County
in 1957, Mr. Wineland immediately became
involved in civic and political activities. He
has been an active participant in the affairs
of, among others, the Veterans of Foreign
Wars; the American Legion; the Lions
Club; Fort Washington Methodist Church;
Southern Methodist Board of Trade; Prince
George's Chamber of Commerce; and the
Fort Washington Democratic Club. He was
Chairman of the County's 1962 Democratic
primary election campaign, the 1964 gen-
eral election campaign; and was elected as
an alternate delegate to the 1972 National
Democratic Convention, and was chosen as
a regular delegate to the 1976 National
Convention in New York City.

While serving in the House of Delegates
on such important committees as the Bank-
ing, Insurance, and Social Security Commit-
tee, he was appointed to the Senate in 1965.
Mr. Wineland was elected to his first full
term in the upper chamber in 1966, and re-
elected in 1970. Mr. Wineland brought to
the Senate a proven knowledge of business
and economics, and served on both the Eco-
nomic Affairs and Finance Committees. He
was also Chairman of the Executive Nomi-
nations Committee, to help ensure that the
most talented and capable men and women
were named to positions which have helped
move Maryland forward.
In selecting a Secretary of State, Gover-
nor Mandel sought an individual with a
proven record of governmental experience.
Fred L. Wineland fitted that concept, and
has been serving since February 12, 1971.
