fourth in his class. He was admitted to the
Maryland Bar in 1943 and to the U.S. Su-
preme Court in 1948.
During World War II, he served as a
member of the U S. Volunteer Port Security
Force. Between 1945 and 1957, he was an
instructor in business law at Loyola College
Evening School. Mr. Burch serves as a
member of the Board of Trustees of Loyola
College (Baltimore). He is a director, and
officer, or a member of the board of direc-
tors of many civic, professional and social
groups.
Mr. Burch served as Maryland Insurance
Commissioner (1965-66), as City Solicitor
of Baltimore (1961-63), and as a member
of the Board of Estimates of Baltimore City.
He was President of the Civil Service Com-
mission of Baltimore and a member of the
Standard Salary Board. He was elected At-
torney General of Maryland on November
8, 1966, re-elected on November 3, 1970
and again on November 5, 1974. He served
as President of the National Association of
Attorneys General (1971-72) and is a
member of the Executive Committee of the
Council of State Governments. He was
awarded the Wyman Award for the Out-
standing Attorney General in the United
States in 1975.
Mr. Burch is married to the former Mary
Patricia Howe, and they have seven chil-
dren. They reside at 207 Chancery Road in
Baltimore
WILLIAM S. JAMES
State Treasurer
William S. James, the State Treasurer,
was born in Aberdeen, the son of E. Roy
and Mary S. James, on February 14, 1914.
He attended the public schools of Cecil and
Harford counties, The Tome School at Port
Deposit, the University of Delaware, and the
University of Maryland School of Law from
which he received the degree of J.D. in
1937. He was admitted to the Maryland Bar
in 1937 and practiced law in Bel Air from
that date until 1975. He served as a Trial
Magistrate for Havre de Grace between
1944 and 1946, when he was elected to
represent Harford County in the House of

Delegates He served in that body until 1954
when he was elected to the State Senate,
serving continuously until 1975. In 1963,
he was elected President of the Senate and
served in that post until his retirement in
1975. Mr. James was Second Vice President
of the Constitutional Convention of 1967-
1968, and in 1971 he became the Chairman
of the Democratic State Central Committee
of Maryland, a position he resigned after he
became State Treasurer. He was elected
State Treasurer in January 1975 for a term
of four years.
Mr. James was married to the former
Margaret Higinbotham on January 16,
1954. They have one son. Robert Roy, and
a daughter, Mary Dulany James. The James
family resides at Old Bay Farm in Havre
de Grace.

Secretary of State
Appointed Secretary of State by Gover-
nor Marvin Mandel since 1971, Fred L.
Wineland has been a distinguished public
servant even before his first election to pub-
lic office as a member of the House of
Delegates in 1963.
