The Ohio River Basin Commission, com-
prised of representatives of eleven states,
was established by Presidential Order in
1971 under the Water Resources Planning
Act of 1965 to provide coordinated and
comprehensive planning for the basin. The
Federal Government contributes fifty per
cent of the costs of the commission with the
member states paying the other half except
that Maryland pay only $5,000 per year.
COASTAL STATES ORGANIZATION
The Coastal States Organization was es-
tablished to (a) contribute to the develop-
ment of common policy regarding national
coastal zone management legislation and
programs, and serve as spokesman for the
maritime states, territories and trust terri-
tories on marine and coastal affairs; (b)
provide mutual assistance in solving com-
mon state and intermarine resource prob-
lems; (c) serve as a clearinghouse for in-
formation relative to marine activities of the
member states and (d) serve as the spokes-
man for the states to the Federal Govern-
ment in the area of coastal zone manage-
ment. |

The Hazardous Substances Advisory
Council was created by Chapter 618, Acts
of 1976 to control the discharge and dis-
posal of hazardous substances. The Council
consists of eight members appointed by the
Governor with the advice of the Secretary
for six year terms. One member represents
the Department of Agriculture, one the Uni-
versity of Maryland Cooperative Extension
Service, one the Division of Labor and In-
dustry, one the State Department of Health
and Mental Hygiene, one the hazardous sub-
stance disposal and management industry,
one an industry which generates hazardous
substances, one the Governor's Science Ad-
visory Council, and two the public at large.
The Council is to adopt regulations to
carry out its purposes of protecting Mary-
land's waters from the potential danger of
a spill or careless disposal of hazardous ma-
terials. It is also to assist in the removal or
mitigation of hazardous substances, restore
any natural resources damaged by these,
and monitor and control the proper disposal
of designated hazardous substances. The
same Act also provided for the drafting of
permits and certificates and established the
Hazardous Substances Control Fund (Nat-
ural Resources Art., 1976 Supp., sec.
8-1413.2). |
