WIN OFFICES
The Work Incentive Program (WIN) is
a federally funded program specifically de-
signed and directed to assist the transition
of persons receiving Aid to Families with
Dependent Children (AFDC) from welfare

to work Authorized by 1967 amendments
to title IV of the Social Security Act, WIN
is administered, at the national level, jointly
by the Departments of Labor and Health,
Education, and Welfare. Amendments to the
Act which became effective July 1, 1972
made provision for the mandatory registra-
tion of AFDC adults for available work or
training for work.
Exempt from this registration require-
ment were the aged, infirm, caretakers of
the young or incapacitated family members,
and mothers with children under age 6. This
decision is made by the Income Mainte-
nance Unit of the Social Services Adminis-
tration which refer all non-exempt AFDC
applicants and recipients to WIN.
The 1971 amendments mandated empha-
sis on immediate job placement whenever
practicable. However, those manpower and
social services which will contribute directly
to immediate placement are to be provided.
The necessary social services are provided
through the Separate Administrative Unit of
the Social Services Administration. Also re-
quired is that at least one-third of the man-
power funds will be spent for on-the-job-
training and public service employment In-
dividual initiative on the part of registrants
is encouraged and the development of jot
finding and job retention skills are stressed.
WIN also coordinates with CETA and
other manpower programs to supplement
WIN sponsored training for its registrants
Cooperation from the ES Job Bank and all
other divisions of ESA have contributed to(
WIN'S success as an important strategy for
moving AFDC recipients from dependence
on welfare to economic self sufficiency.
