The Advisory Council on Drug Abuse,
created by Chapter 404, Acts of 1969, con-
sists of certain ex officio members and nine
members representing the general public
who are appointed by the Governor for
three-year terms. The ex officio members
are the State Superintendent of Schools, the
Director of Mental Hygiene, the Assistant
Secretary of Health and Mental Hygiene,
the Commissioner of Labor and Industry,
the Commissioner of Correction, the Direc-
tor of the Division of Parole and Probation,
the Chairman of the Maryland Parole Com-
mission, the Director of the Drug Abuse Ad-
ministration and the Mayor of the City of
Baltimore. The Council designates the
Chairman and the Vice Chairman who must
be members appointed from the general
public.
The Council advises the Governor and
the Drug Abuse Administration on the for-
mulation of a comprehensive plan for long
range development through the utilization of
federal, state, local and private resources
of adequate services and facilities for the |
prevention and control of drug addiction,
diagnosis, treatment, and control of drug
addicts and the revision from time to time
of such a plan. The Council also promotes,
establishes, coordinates and conducts unified
programs for education, prevention, diag-
nosis, treatment, rehabilitation and control
in the field of drug abuse in cooperation with
other federal, state, local and private agen-
cies. The Council further evaluates existing
and planned programs and facilities ad-
ministered by the Administration (Code
1957, 1971 Repl. Vol., 1976 Supp„ Art.
43B, sec. 3).

The Advisory Council on Mental Hygiene
was created within the Mental Hygiene Ad-
ministration by Chapter 746, Acts of 1976.
The Council consists of eighteen members
appointed by the Governor for three year
terms from public and private agencies and
groups concerned with mental hygiene. The
Council selects its own officers and advises
the Administration in carrying out the poli-
cies regarding the social, economic, and
medical problems of mental hygiene (Code
1957, 1972 Repl. Vol., 1976 Supp„ Art.
59, sec. 9).
