The Maryland Arts Council was created
by Chapter 644, Acts of 1967 to replace the
Governor's Council on the Arts in Mary-
land, which had been established by Ex-
ecutive Order on March 30, 1966, in con-
formity with the provisions of the National
Foundation on the Arts and Humanities.
The Commission consists of eleven mem-
bers. Nine of these members are appointed
by the Governor for three-year terms. Two
members must be members of the General
Assembly, one of whom is to be appointed
by the President of the Senate and the other
by the Speaker of the House of Delegates.
Members of the Council are chosen because
of their participation in civic, educational
and professional organizations concerned
with or engaged in the production of the
performing visual or creative arts. Members
must also represent all sections of the State
geographically. The Council selects its own
officers and employs the necessary staff
members.
The Council is authorized to conduct pro-
grams. Among these are grants to arts or-
ganizations for artistic events of all sorts,
and projects of its own devising. The Coun-
cil may also provide technical and consulta-
tive assistance to arts organizations through-
out the State and design new or expanded
arts programs. |
The Council is the recipient of an annual
grant from the National Foundation of Arts
and Humanities for program support (Code
1957, 1971 Repl. Vol., Art. 41, sees. 387-
395).

Some of the elements of the Division of
Economic Development were originally
created as parts of the former Department
of Economic Development by Chapter 185,
Acts of 1959 "for the general purpose of
advancing the economic welfare of the peo-
ple through programs and activities to de-
velop in a proper manner the State's natural
resources and economic opportunities per-
taining to commerce, agriculture, mining,
forestry, transportation, travel, tourism and
recreation . . ." The former Department
was also directed to "promote and encour-
age the location of new industries and busi-
nesses in Maryland and other matters in-
tended to foster and develop gainful em-
ployment . . ." for residents of the State.
In 1970, the former Department became
the Division of Economic Development in
the newly-created Department of Economic
and Community Development. In Novem-
ber, 1973, by Executive Order, it was re-
placed by the Division of Business and In-
dustrial Development and in July, 1976, the
latter became a part of the reconstituted
Division of Economic Development which
was assigned increased responsibilities.
The Division directs programs in business
and industrial development, tourist develop-
ment, seafood marketing, minority business
enterprise, and activities of the Ocean City
Convention Hall. The Division's mission is
to attract new industry into Maryland and
to encourage expansion of existing firms,
and by so doing, widen job opportunities in
the State. Additionally, the Division assists
Maryland business and industry to resolve
problems and to broaden markets for Mary-
land products through exporting. |
