William P. and Virginia (Cartwright) Lane. Episcopalian. Married Dorothy Byron Died in Hagerstown, February 7, 1967. Buried in Rose Hill Cemetery, Hagers-town.(2) Theodore R. McKeldin, Republican, 1951-1959. Born in Baltimore City, November 20, 1900, the son of James A. and Dora (Grief) McKeldin. Episcopalian. Married Honolulu Manzer. J. Millard Tawes, Democrat, 1959-1967. Born in Somerset County, April 8, 1894, the son of James B. and Alice (Byrd) Tawes. Methodist. Married Helen Avalynne Gibson.(3) Spiro T. Episcopalian. Married Elinor Isobel Judefind.(4) Marvin Mandel, Democrat, 1969- . Born in Baltimore City, April 19, 1920, the son of Harry and Rebecca (Cohen) Mandel. Jewish. Married Barbara Oberfeld.•' LIEUTENANT GOVERNORS OF MARYLAND The office of Lieutenant Governor was created by the Constitution of 1864 (Art. II, sec. 6). He served as President of the Senate, and acted as Governor in case of the death, resignation, removal from the State, or other disqualification of the Governor. The only incum- bent of that office under the Constitution of 1864 was elected on November 8, 1864, and he took his oath of office on January II, 1865. He served until January 8, 1868, although his term as specified by the Constitution was for four years. The Constitution of 1867 con- tained a special provision that the Governor could serve out the full term for which he had been elected, it expiring on the second Wednes- day of January 1869. This provision did not apply to the other officers who had been elected in 1864. The office was re-established by a Constitutional Amendment (Chap- ter 532, Acts of 1970) ratified by the people on November 3, 1970. Elected by the People for a Four-Year Term Under the Constitution of 1864 Christopher C. Cox, 1865-1868. Born in Baltimore, August 28, 1816, the son of Luther James and Maria Catherine (Keener) Cox. Episco- (1) Governor O'Conor resigned on January 3, 1947 to accept a seat in the United States Senate William Preston Lane, Jr was elected by the Legislature on January 2 of that year to complete the unexpired term Governor Lane was inaugurated on January 3 for the remainder of Governor O'Conor's term and on January 8, 1947 for the full four-year term (2) Chapter 109, Acts of 1949 established a two-year term limit for each Governor 3 Chapter 161, Acts of 1964 changed the date of the beginning of the Governor's term to the fourth Wednesday in January following his election * Governor Agnew, having been elected Vice President of the United States at the general election of November B, 1968, resigned on January 7, 1969 Marvin Mandel was elected on the same day to fill the balance of Governor Agnew's term which expired in January, 1971 Governor Mandel was subsequently elected to a full four- year term on November 3, 1970 (5) Chapter 676, Acts of 1970, changed the date of the beginning of the Governor's term to the third Wednesday in January following his election |
