MARYLAND MANUAL 469 school board, the social services board, practicing physicians, the clergy, the legal profession, the local council on alcoholism where one exists, and at least three members from the community as a whole. Members serve for three-year terms (Code 1957, 1971 Repl. Vol., 1973 Supp., Art. 43, Sec. 1J). Community Action Committees: Appointed by resolution of the governing body of the County. Boards of Education: Appointed by the Governor for five-year terms, except in Mont- gomery, Washington, Charles, Howard, Carroll and Prince George's counties. In Montgomery and Charles counties, members are elected by the voters of the county for four-year terms. In Washington County, members of the Board will be elected by the voters for four- year terms at the general election to be held in November 1974. In Howard County, the members of the Board will be elected at large from the County for six-year terms at the general election to be held in November 1974. In Carroll County, members of the Board will be elected by the voters for six-year terms at the general election to be held in November 1976. In Prince George's County, the Board con- sists of nine members, each elected from a School Board District for six-year terms. In Baltimore County, seven members must represent each of the senatorial districts, while two members represent the county at large. The composition of each Board depends upon the number of pupils enrolled in the county's school system (Code 1957, 1971 Repl. Vol., 1973 Supp., Art. 77, Sees. 35-36). Superintendent of Schools: Appointed by the County Board of Education for a four-year term with the approval of the State Superintendent of Schools (Code 1957, 1971 Repl. Vol., Art. 77, Sec. 39). Community College Board of Trustees: Upon the request of a local board of education, the Governor ap- points the members of each board with the advice and consent of the Senate. In Baltimore City, members are appointed by the Mayor and the City Council. Each board consists of seven members appointed for six-year terms. The appointing body includes one member of the Board of Education for the county or the School Commissioners of Baltimore City, except in Prince George's County where the board of trustees appoints one of its members to serve as liaison to the Board of Education. The boards of education in Allegany, Anne Arundel, Charles, Howard, Montgomery, Prince George's, and Washington (Hagerstown Junior College) counties have made this request. In Baltimore County, the board controls all the community colleges in the county. Except where noted, the State Board for Community Colleges performs this function (Code 1.967, 1971 Repl. Vol., 1972 Supp., Art. 77A, Sees. 9, 9A, 9B). Boards of Library Trustees: Boards of library trustees consist of seven members. Each board member serves a five-year term, and may not serve for more than two consecutive terms. In Montgomery County, the Library Board is appointed by the County Executive with County Council approval for six-year overlapping terms; in Anne Arundel and Wicomico counties, the Board itself makes appointments for three-year over- lapping terms, and in Talbot County, for four-year terms. In Queen Anne's County, the Library Corporation elects the board for six-year terms from its own membership, which consists of those who have contributed one dollar or more to the Library Corporation during the |
