MARYLAND MANUAL 369 Governor and 22 were vetoed. Of the 1,660 House bills introduced, 603 were passed by both Houses, and of this latter number, 482 were signed by the Governor and 21 were vetoed. Executive Order No. I became Chapter 3 of 1973. Joint Resolutions introduced totaled 191, 70 in the Senate and 121 in the House. Of these, 25 Senate Joint Resolutions and 40 House Joint Resolutions were passed by both Houses. All the 25 Senate Joint Resolutions and all 40 House Joint Resolutions were signed. Senate Joint Resolution 7 and House Joint Resolution 18, both introduced by the Governor and revising the legislative districts became Joint Resolu- tions I and 2, respectively. House Bill 1457 of the 1972 session, which was vetoed by the Governor, was passed over the veto and became Chapter I of the Acts of 1973. The budget bill enacted at the session for the fiscal year ending June 30, 1974, amounted to $2,491,504,656. The bond construction bill passed at this session was for a total of $108,564,900. Among the more important bills introduced were: A bill to provide for a compensatory education program for disadvantaged children, a bill pertaining to rent control, a consumer protection bill involving home appliance repairs and another providing stronger enforcement powers for the Attorney General, a bill making the office of Treasurer full time after 1975, a financial disclosure bill for certain elected and appointed officials, a bill to lower the age of majority from 21 to 18 years in enumerated sections and articles, except with reference to alcoholic beverages, a bill to lower involuntary separation for divorce from 5 years to 3 years and another lowering voluntary separa- tion from 18 months to 12 months, and many bills pertaining to eliminating the distinction based upon sex and references to a particular sex in numerous sections of the laws. A HISTORY OF THE FIRST 1973 SPECIAL SESSION OF THE GENERAL ASSEMBLY The General Assembly of Maryland met in Special Session on July 30, 1973 and adjourned on August 23, 1973. This session was called by the Governor to consider proposals of the Governor's Commission to Revise the Annotated Code. Revised Articles on Agriculture, Courts and Judicial Proceedings, and Natural Re- sources were presented and passed by both Houses. Senate Bill 267, the Financial Disclosure Bill, passed at the 1973 regular session was signed by the Governor on July 30, 1973 as Chapter 894, Acts of 1973. Due to questions of constitutionality of Senate Bill 267, several bills dealing with disclosure were introduced, together with an administra- tion bill. House Bill 15 passed both Houses and was signed by the Governor on August 24, 1973 as Chapter 3, Acts of the Special Session of 1973.
