A HISTORY OF THE 1972 SESSION OF THE
GENERAL ASSEMBLY
The General Assembly met in regular session on January 12, 1972
and adjourned on April 10, 1972.
A total of 2,485 bills was introduced in 1972, of which 964 were
Senate bills and 1,521 were House bills. Of the 964 Senate bills, 329
were passed by both Houses; of this latter number, 315 were signed by
the Governor and 14 were vetoed. Of the 1,521 House bills introduced,
451 were passed by both Houses, and of this latter number, 420 were
signed by the Governor and 31 were vetoed.
Joint Resolutions introduced totaled 185, 83 in the Senate and 102 in
the House. Of these, 29 Senate Joint Resolutions and 23 House Joint
Resolutions were passed by both Houses. Twenty-eight of the 29 Sen-
ate Joint Resolutions were signed by the Governor and all 23 House
Joint Resolutions were signed.
One legislative districting and apportionment order became effective
during the 1972 session and this became Chapter 7.
The budget bill enacted at this session for the fiscal year ending
June 30, 1973, amounted to $2,176,326,183. The bond construction bill
passed was for a total of $95,430,500.
Among the more important laws enacted were: A bill to regulate
and control hand guns, a modified "no-fault" insurance bill, a bill in-
creasing the rate of tax on beer and wine, a farm assessment bill re-
lating to taxes on land used for agricultural purposes, a bill increasing
from 9 to 10 the number of Judges of the Court of Special Appeals and
increasing the jurisdiction of the Court, a bill creating the Department
of Agriculture, a bill limiting the amount a landlord may require for
security deposits and making provision for the holding of these de-
posits, a Constitutional Amendment to modify the prohibition against
authorization of a lottery and the bill authorizing a lottery operated
by and for the benefit of the State, and a bill creating the Maryland
Sports Complex Authority.
Several proposals were made to amend the Constitution of Mary-
land. Among them was a proposal to permit the General Assembly to
reduce items in the Judiciary budget, and another to provide that the
annual tax required to be levied to pay principal and interest on the
State debt authorized by the General Assembly will not be levied if
sufficient funds for the debt are appropriated in the annual State
budget.
