THE NEEDS OF THE HANDICAPPED

The Governor appointed this special Commission in 1971 at the re-
quest of the General Assembly to study the needs of the handicapped
and to abolish the Governor's Interdepartmental Council and Advisory
Committee on the Handicapped. The Commission is to review and re-
examine the special programs and requirements of handicapped citi-
zens. The Commission consists of representatives of the medical and
teaching professions, State and local administrative agencies, volun-
teer and parent's organizations and members of the General Assembly
(H. J. R. No. 16, Acts of 1971).

The Governor appointed this special Commission in 1971 at the re-
quest of the General Assembly to investigate and oversee the treat-
ment, care, and the condition of patients in hospitals for the mentally
ill and mentally retarded. The Commission consists of three members
appointed by the Governor representative of voluntary citizens groups
which shall include one group concerned with the mentally ill, one
group concerned with the mentally retarded, and the third group con-
cerned with handicapped persons. The President of the Senate appoints
two members of the Commission while the Speaker of the House of
Delegates appoints two members. The Commission is to report on a
regular basis to the Governor and the General Assembly as to its find-
ings (Res. No. 47, Acts of 1971).
