MARYLAND MANUAL 317 The Commission is composed of three members. One member is appointed by the Governor of Maryland, one by the Governor of Virginia, and one by the Commissioner of the District of Columbia. Each Commissioner serves a term coincident with his term of office on the agency from which he is selected. Maryland is at present repre- sented by the Chairman of the Public Service Commission. The Com- mission selects its own officers annually. The Commission has the power to prescribe fares, regulations and practices of transportation companies and taxicabs in the area. Expenses of the Commission are allocated annually in proportion to the population of each signatory in the metropolitan area. Mary- land's share is forty-three percent (Code 1957, 1971 Repl.
