312 MARYLAND MANUAL ganized labor, persons familiar with the needs of business and in- dustry, persons representative of transportation, economic development agencies, the manpower needs of agriculture, and those with special- ized knowledge in the field of vocational education. The Council selects its own officers. The Council has the responsibility of advising the State Board of Education in the development and preparation of the State Plan for Vocational-Technical Education. It also evaluates programs, services and activities of Vocational-Technical Education and prepares an evaluation report which considers the effectiveness of vocational edu- cation programs, services and activities carried out in the year as set forth in the State's Long Range Program Plan and Annual Program Plan. The Council also advises the State Board for Community Col- leges with regard to vocational-technical programs, services and activities and serves in an advisory function to the implementation of the 1963 Vocational Education Act as amended, and to advise the State Board of Education on the development of policy matters aris- ing in the administration of the State Plan (Chapter 646, Acts of 1971; Code 1957, 1971 Repl. The Board of Visitors and Governors con- sists of 37 members, of whom twelve are appointed by the Governor, one from each of the counties on the Eastern Shore and three at large. Twelve members are appointed by the alumni of the College and twelve are selected by the Board itself. The 37th member is the President of the College, who is elected by the Board.
