The Council was created as a statutory agency of the State Gov-
ernment by adding Section 409A-409H to Article 41 of the Anno-
tated Code of Maryland at the 1971 Session of the Maryland General
Assembly. The Council consists of twenty-five members appointed
by the Governor for terms of three years from among persons who
are familiar with vocational education, and manpower needs of or-
