MARYLAND MANUAL 279 tries and Services of Maryland is to conduct a sheltered workshop program for the training, work, rehabilitation, employment and a variety of services to the adult blind in Maryland. The Workshop operates through divisions. The West Baltimore Training and Work Center, the East Baltimore Division, the adminis- trative offices, and the Vending Stand Division are located in Balti- more. The Western Maryland Division is located in Cumberland and the Eastern Shore Division is located at Salisbury. The Vending Stand Division operates through a contract from the Division of Vocational Rehabilitation and under authority of the Federal Randolph-Sheppard Act. This division locates, builds and staffs with trained blind managers, snack bars, cafeterias and sundry shops, in publicly owned buildings and in some private businesses. Eighty five of these small business enterprises are located in Mary- land. In addition, the Workshop is the distributing agency of the Library of Congress for the U. S. Government owned talking book machines, and provide white canes without charge to blind persons (Code 1957, 1971 Repl. Vol., 1973 Supp., Art. 30, sees. 3-10, 80A). O'Connell, Executive Director State Treasury Building, Annapolis 21404 Telephone: 267-5597 The State Board for Community Colleges was established by Chap- ter 454, Acts of 1968 to exercise full control over the community col- leges in the State. Until July 1, 1969, the Board served as an advisory board to the State Board of Education with respect to the operation, promotion and functions of the community colleges. After July I, 1969, the Board assumed its statutory duties. The Board consists of eight members. One of the members must be the State Superintendent of Schools. The remaining members are appointed by the Governor with the advice and consent of the Senate for six-year terms. One member must be a student member appointed by the Governor with the advice and consent of the Senate and upon the recommendation of the Community College presidents for a one- year term (Chapter 537, Acts of 1973). Members of the Board must be appointed for their interest in civic and public affairs and for their knowledge and perception in educational matters. One of the members must be a member of the State Board of Education. The Board selects its own officers and employees. The same Act also provided that upon the request of a local board of education, local boards of community college trustees may be appointed.
