256 MARYLAND MANUAL must represent the majority party and one the minority party. Mem- bers serve four-year terms, co-extensive with the term of the Gov- ernor. The Board may select its own Chairman and the necessary staff. The Board has the duty to recommend to the Secretary of State such forms as may be desirable for the filing of the necessary state- ments. It may investigate complaints of any alleged violations of the Act and report them to the Attorney General. The Board may issue opinions upon the request of any persons affected by the Act and issue options to public officials concerning the coverage of the disclosure law. Persons required to file statements must do so by April 15 of each year (Code 1957, 1971 Repl. Vol., 1973 Supp., Art 33 (Election Code), sees. 29-1 to 29-10).
