In addition, the Mass Transit Administration admin- isters a program to provide technical and financial assistance for the development or improvement of public transportation facilities in small urban areas throughout the State of Maryland. Prior to its incorporation into the Department of Transportation in July of 1971, the Mass Transit Administration functioned as the Metropolitan Transit Authority which was originally established by Chapter 160, Acts of 1969, succeeding a former Authority created by Chapter 670, Acts of 1961. The Mass Transit Administration is functionally organized into three distinct divisions: the Metropolitan Transit System Division, the Rapid Transit Development Division and the Public Transporta- tion Development Division. Overall responsibility for all Mass Transit Administration activities is vested in the Administrator who reports directly to the Secretary of Transportation. The Mass Transit Administration fleet, which numbers nearly 1,000 buses, provides daily public transit to more than 104 million riders who travel in excess of 26 million miles a year throughout the metro- politan service area. The Phase I rapid transit system, which is moving into the final design stage of its development, is the first segment of the Baltimore Region Rapid Transit System to be implemented. Phase I consists of two rapid transit lines, the Northwest Line which extends from Owings Mills in Baltimore County to Charles Center—the transfer point between the two lines—in Baltimore City, and the South Line which travels to Friendship International Airport and Marley in Anne Arundel County. The 28-mile system will be accessible via a series of about 20 stations along the two lines. Groundbreaking for the Phase I system is tentatively scheduled for 1974, and the complete, two-line system should be open to the public by 1981, barring unforeseen delays.
