MARYLAND MANUAL 221 The Airport Zoning Board was created by Chapter 450, Acts of 1968 to adopt, administer and enforce zoning regulations relating to height of buildings and structures and uses of land which create airports hazards and interfere with safe aerial approaches for air- ports in its jurisdiction. The Board, consisting of five members appointed by the Secretary of Transportation with the approval of the Governor and with the advice and consent of the Senate for four-year terms, is to have authority over all zoning regulations for airports located in Anne Arundel County and owned by the State, and including Friendship International Airport. One member must reside in Anne Arundel County while one member must be a resident of Baltimore City. The Secretary designates the Chairman. The Board appoints the Executive Secretary (Code 1957, 1968 Repl. Vol., 1972 Supp., Art. 62C, sec. 21). Airport Zoning Commission (members not yet appointed) Chapter 450, Acts of 1968 also created an Airport Zoning Commis- sion composed of three members appointed by the Airport Zoning Board. One member must reside in Anne Arundel County and one must be a resident of Baltimore City. The Board of Airport Zoning Appeals designates the Chairman (Code 1957, 1968 Repl. Vol., 1970 Supp., Art. 62C, sec. 21f). Board of Airport Zoning Appeals (members not yet appointed) The same Act also created a Board of Airport Zoning Appeals which is to consist of five members, all of whom are to be appointed by the Airport Zoning Board. Three members must be residents of Anne Arundel County and the other two must reside in Baltimore City. The Airport Zoning Board designates the Chairman. The Board hears, decides, and grants specific variances from airport zoning regulations in cases of practical difficulty or unnecessary hard- ship after public notice has been given and a hearing held in con- nection therewith (Code 1957, 1968 Repl. As the public transit arm of the Department, the Mass Transit Administration operates and maintains the public bus system and proceeds with the development and implementation of Phase I of the Baltimore Region Rapid Transit System.
