MARYLAND MANUAL 185 approval of the Secretary of Public Safety and Correctional Services, and as provided for in the State budget; to promulgate with the approval of the Secretary of Public Safety and Correctional Services, such rules and regulations as may be reasonably necessary or appro- priate to accomplish the purposes and objectives of the law; to make a continuous study of correctional training methods and procedures for all correctional schools and to consult with and accept the coopera- tion of any recognized federal. State, or municipal correctional agency or educational institution; to consult and cooperate with universities, colleges and institutions for the development of all general and spe- cialized courses of study for correctional officers as defined in the law; to consult and cooperate with other departments and agencies of the State concerned with correctional training. The Commission consists of eleven members of whom eight are ex officio and three are appointed members. The ex officio members include the Deputy Secretary for Correctional Services, the Director of the Division of Parole and Probation, the Commissioner of Correc- tion, the President of the Maryland Community Correctional Adminis- trators Association, the President of the Maryland Sheriffs Associa- tion, the President of the Maryland Probation, Parole and Correction Association, the Chief, Jail Inspection Services, Federal Bureau of Prisons, and the President of the Baltimore City Jail Board. The Secretary of Public Safety and Correctional Services, with the ap- proval of the Governor appoints three correctional, parole or proba- tion officers each representing different geographical regions of the State for three year terms. The Deputy Secretary for Correctional Services is the Chairman of the Commission. The Commission, with the approval of the Secre- tary of Public Safety and Correctional Services, appoints the Execu- tive Secretary (Code 1957, 1971 Repl. Vol., Art. 41, sec. 70B). Lusby, Executive Director Suite 402, Executive Plaza One Hunt Valley 21031 Telephone: 667-1810 Chapter 210 of the Acts of 1971 created an Inmate Grievance Com- mission within the Department of Public Safety and Correctional Services. The five members of the Commission are appointed by the Governor with the advice of the Secretary of Public Safety and Correctional Services for terms of four years. Of the five members not less than two can be lawyers qualified to practice law in the State of Maryland and not less than two can be persons of knowledge and experience in one or more of the fields under the jurisdiction of the Department of Public Safety and Correctional Services. The Secretary of Public Safety and Correctional Services, with the advice of the Commission and with the approval of the Governor, appoints the Executive Director who serves at the pleasure of the Secretary. Any person confined to an institution within the Division of Cor- rection, or otherwise in the custody of the Commissioner of Correc- tion, or confined to the Patuxent Institution, who has any grievance or complaint against any officials or employees of the Division of Cor- |
