Schuyier Room 16, 7 Church Lane, Pikesville 21208 Telephone: 484-6464 The Maryland Police Training Commission was created by Chapter 286, Acts of 1966, to fulfill the need for improvement in the adminis- tration of law enforcement by raising the standards of training and education. The Commission consists of twelve members of whom nine are non- appointive office holders. These include the Deputy Secretary- of Public Safety, the President of the Maryland Chiefs of Police Association, the President of the Maryland Law Enforcement Officers, Inc., the Attorney General of the State of Maryland, the Superintendent of the Maryland State Police, the Commissioner, Baltimore City Police De- partment, the President of the University of Maryland, the President, Eastern Shore Police Association, and the Agent in charge of the Baltimore office of the Federal Bureau of Investigation. The Secretary of Public Safety and Correctional Services, with the approval of the Governor and with the advice and consent of the Senate appoints the remaining three members for three year terms. Each appointive member must be from different geographical areas of the State. The nine non-appointive members may be represented by alternates except for the Deputy Secretary for Public Safety, who serves as the Chair- man. Subject to the authority of the Secretary of Public Safety and Correctional Services, the Commission is vested with the following authority, responsibility and duty: to prescribe standards for the approval and continuation of approval of entrance-level and in-service schools at which police training and security training courses re- quired by this section shall be conducted, including but not limited to present existing State, regional, county, and municipal police train- ing schools; to approve and issue certificates of approval to such training schools, to inspect such schools from time to time, and to revoke for cause any approval or certificate issued to such school; to prescribe the curriculum, the minimum courses of study, attendance requirements, eligibility to attend, equipment and facilities, and standards of operation for such training schools; to prescribe mini- mum qualifications for instructors at such schools and to certify, as qualified, instructors for approved training schools and to issue ap- propriate certificates to such instructors; to certify officers who have satisfactorily completed training programs and to issue appropriate certificates to such officers; to appoint, with the approval of the Secretary of Public Safety and Correctional Services, an Executive Secretary, to serve at its pleasure, who shall perform general ad- ministrative functions, and to fix his compensation; to employ such other persons as may be necessary to carry out the provisions of the law, upon approval of the Secretary of Public Safety and Correc- tional Services and the legislature; to make such rules and regula- tions as may be reasonably necessary or appropriate to accomplish the purposes and objectives of the law; to make a continuous study of entrance-level and in-service training methods and procedures and to consult with and accept the cooperation of any recognized federal, State, or municipal law-enforcement agency or educational institu- tion; to consult and cooperate wtih universities, colleges and institu- |
