MARYLAND MANUAL 151 The Governor appointed the members of this Commission in 1971 by Executive Order because of the large and growing number of Spanish- speaking people in Maryland and the need for an agency within the State to plan and evaluate programs, policy and legislation relating to the Spanish-speaking population in Maryland. The Commission con- sists of the Secretary of Employment and Social Services or her designee, the Governor's National Relations Officer, a representative of the State Board of Education, eight representatives appointed from among the Spanish-speaking community in Maryland and four other interested citizens. In conjunction with the State Department of Education, it conducts community education and job training programs for the study of English and manpower skills and placement under a Federal grant. The Commission is to evaluate present programs and services as these relate to the Spanish-speaking population of Mary- land. and to plan new programs to meet the needs of these people. The budget for the Commission on the Concerns of the Spanish- Speaking People is included in that of the Office of the Secretary. COOPERATIVE AREA MANPOWER PLANNING SYSTEM (CAMPS) Maryland Manpower Planning Council Chairman: David T. Mason Executive Secretary: Joel Matz 1100 N. Eutaw Street, Baltimore 21201 Telephone: 383-6551 The need for a system of cooperative manpower planning to assist- the poor and disadvantaged gave rise to CAMPS in early 1967. Fed- eral agencies consisting of the Departments of Labor, Commerce, Agriculture, Interior, Housing and Urban Development, Health, Edu- cation and Welfare, plus the Office of Economic Opportunity, the Civil Service Commission and the Environmental Protection Agency joined together to achieve systemized planning of manpower and man- power related services. Under Presidential Executive Order Number 11422 of August 1968, coordinated action under CAMPS became official Government policy. By an Executive Order in October 1970, the Gov- ernor established cooperative planning and coordination of manpower training and supportive manpower service programs as an essential policy of the State government. The Maryland Manpower Planning Council is under the supervision of the Office of Program Planning and Evaluation of the Department. Local manpower councils are established throughout the State to advise the Governor on the manpower needs and priorities of their local area. These councils, composed of representatives from govern- ment agencies, business/labor sector and the client group sector, develop local plans which are recommendations for the utilization of Federal manpower funds designed to provide vocational training and employment to the unemployed and disadvantaged segment of Mary- land's population.
