the designation of a State agency or agencies to administer
or supervise the administration of the State plan, and the
designation of a single State agency to administer or supervise
the administration of the construction portion of the Plan. The
Federal legislation provided funds for the construction and
the initial staffing of community facilities for the mentally
retarded, while the Council is to implement this legislation to
administer the program.
p. 823 Walter S. Orlinsky, member of the House of Delegates from
the Second Legislative District resigned on November 22, 1971,
following his election as President of the Baltimore City Coun-
cil. To replace him, the Governor appointed Joseph R. Raymond
(D) 12 W. Mt. Vernon Place, Baltimore 21201. Delegate Ray-
mond took his seat as a member on December 15, 1971. His
biographical sketch follows:
JOSEPH R. RAYMOND, Democrat, Baltimore City 2nd;
born in Brooklyn, N. Y., on October 12, ]939. Attended Balti-
more public schools; Calvert Hall College High School; George-
town University, A.B., 1961; Georgetown University Law Cen-
ter, LL.B., 1964. Admitted to the Maryland Bar, 1964. Served in
the U.S. Army. Past president, Young Democratic Clubs of
Maryland. Chairman, New Democratic Coalition of Maryland.
Member, New Democratic Club, Second District of Baltimore
City. Chairman, Maryland Committee for Insurance Reform.
Member, American, Maryland, Baltimore and Junior Bar Asso-'
ciations. Board member. Citizens Committee on Maryland Gov-
ernment; American Council of Young Political Leaders; Mary-
land Association of Mental Health. Former Baltimore City
State's Attorney, 1&66-68; Assistant Attorney General, 1968-70;
Assistant City Solicitor, 1970. Married. Member of the House
of Delegates since December 16, 1971.
p. 389 Until the completion of the new Court of Appeals Building
in Annapolis, the office of the Chief Judge of the District Court
of Maryland will be located in the Colonial Bank and Trust
Company Building, 2083 West Street, Annapolis 21401. The
telephone number remains the same.
p. 420 Under District Court, add the following: In addition to the
Chief Clerk of the District Court and a Chief Administrative
Clerk in each of the districts, each county has a clerk. Other
than the Administrative Clerks who are listed in the officers of
each county, the Clerks are as follows:
Allegany County: Agnes Castleman
Calvert County: Ronald L. Barnes
Carroll County: Deborah Spielman
Cecil County: Grace D. Reynolds
Frederick County: Paul A. Zimmerman
