792 MARYLAND MANUAL
MARYLAND CONGRESSIONAL DISTRICTS'
(Created by Chapter 353, Acts of 1971)
First District: Harford, Cecil, Kent, Queen Anne's, Caroline, Talbot,
Dorchester, Wicomico, Worcester, Somerset, Calvert, Charles and St.
Mary's Counties.
Second District; Baltimore County: 3rd, 5th-8th, 10th-12th, 14th and
15th Districts, and the 2nd and 4th Districts except for those sections
added to the 6th Congressional District, and that part of the 9th
Election District that lies outside the following boundaries: Northerly
from the Baltimore City line on Charles Street, thence easterly in a
continuous line following Towsontowne Drive, Burke Avenue, and
Hillen Road to its intersection with Goucher Boulevard; thence north-
erly on Goucher Boulevard; thence northerly on Prince Road; thence
easterly on Joppa Road to its intersection with Loch Raven. Boulevard;
thence southerly on Loch Raven Boulevard to Putty Hill Avenue;
thence westerly on Putty Hill Avenue to Pleasant Plains Road; thence
southerly on Pleasant Plains Road to Cottage Avenue; thence south-
easterly on Cottage Avenue to Loch Raven Boulevard; thence south-
erly on Loch Raven Boulevard to the Baltimore City line. Baltimore
City: Ward 27, precincts 86-90, 103-105, and Ward 28.
Third District: Baltimore City: Wards 1-4, 7, 21-26, precincts 1-4,
7-14 of Ward 6, precincts 1-3, 25 and 26 of Ward 8, precincts 1-5,
26-31 of Ward 9, precincts 1-4, 21-24, of Ward 12, precinct 13 of Ward
20, precincts 1-77 of Ward 27. Baltimore County: That part of the 1st
Election District that consists of precincts 9, 15, 21, 24, 28, 31, that
portion of precinct 32 that lies east of Thistle Road, that part of
precinct 27 that lies northwest of the Pennsylvania Railroad right-of-
way, southwest of Hilltop Road and south of Valley Road, and that
part of precinct 16 that lies east of Commonwealth Avenue. Election
District 13, that part of Election District 9 that lies within the fol-
lowing boundaries: Northerly from the Baltimore City line on Charles
Street, thence easterly in a continuous line following Towsontowne
Drive, Burke Avenue, and Hillen Road to its intersection with Goucher
Boulevard; thence northerly on Goucher Boulevard; thence northerly
on Prince Road; thence easterly on Joppa Road to its intersection with
Loch Raven Boulevard; thence southerly on Loch Raven Boulevard to
Putty Hill Avenue; thence westerly on Putty Hill Avenue to Pleasant
Plains Road; thence southerly on Pleasant Plains Road to Cottage
Avenue; thence southeasterly on Cottage Avenue to Loch Raven
Boulevard; thence southerly on Loch Raven Boulevard to the Balti-
more City line.
That part of election district I which lies within the United States
Bureau of the Census 1970 tracts 4001, 4002 and 4016.01 which is
generally described as (a) that part of election district I which lies
south of Frederick Avenue, east of the Baltimore Beltway, north of
Wilkens Avenue, and west of the Baltimore City line, and (b) that
part of election district I which is on the Spring Grove State Hospital
grounds. In case of conflict, the Census Bureau tracts shall prevail.
Fourth District: Anne Arundel County, and the following Election
Districts of Prince George's County: 3rd-5th precincts 2, 4, 6-10,
12-17 of the 6th, 8th, 9th, 11th, 12th, and 15th.
'The Attorney General of Maryland ruled on July 21, 1971 that the provisions of
the Act providing for the redistricting of the State would not become effective until
the 1972 General Election. In the meantime, those districts created by a special
Federal court in 1966 apply until the next congressional elections (Maryland Citizens
Committee for Fair Congressional Redistricting, Inc. v. Tawes, 253 F. Supp, 731
(D, Md. 1966)).
