Judges, District Court: Appointed by the Governor with the advice and consent of the Senate for ten-year terms or until each judge becomes seventy years of age. The District Court system replaced the previously existing justices of the peace, county trial magistrates, people's courts, the Municipal Court of Baltimore City and other courts of limited jurisdiction (Const. 1867, Art. IV, Sec. 41-D; Code 1957, 1966 Repl. Vol., 1971 Supp., Art. 26, Sees. 139-158). District Court Chief Administrative Clerk: Appointed by the Chief Judge of the District Court upon the recommendation of the Administrative Judge of the District (Const. 1867, Art. IV, Sec. 41-F; Code 1957, 1966 Repl. Vol., 1971 Supp., Art. 26, Sec. 149). ADMINISTRATIVE OFFICERS Boards of County Commissioners: Elected by the voters for four-year terms except in Anne Arundel, Baltimore, Howard, Montgomery, Prince George's and Wicomico counties where charter governments have replaced the county com-missoner system (Const. 1867, Arts. VII, XVII; Code 1957, 1966 Repl. Vol., Art. 25). Clerk to the Board of County Commissioners: Appointed by the Board of County Commissioners in those coun- ties which have the county commissioner type of government (Code 1957, 1966 Repl. Vol., Art. 25, Sec. 1). Attorney to the Board of County Commissioners: Appointed by the Board of County Commissioners in those coun- ties which have a county commissioner type of government (Code 1957, 1966 Repl. Vol., Art. 25, Sec. 1). In Anne Arundel and Wicomico counties, he is appointed by the County Council. In Howard, Montgomery and Prince George's counties, he is appointed by the County Executive with the approval of the Council. In Balti- more County, he is appointed by the County Administrative Officer with the consent of the County Executive. County Executives: Elected by the voters for four-year terms in Anne Arundel, Bal- timore, Howard, Montgomery and Prince George's counties (Const. 1867, Art. XI-A, Sec. 3). Of the charter counties, Wicomico only has no elected County Executive. The executive authority of that county's government is vested in the County Council in Executive Session. County Councils: Elected by the voters for four-year terms in those counties which have a charter form of government (Const. 1867, Art. IX-A; Code 1957, 1966 Repl. Vol., Art. 25A, Sec. 2). County Treasurers: Elected by the voters for four-year terms except in Anne Arundel, Baltimore, Howard, Montgomery, Prince George's and Wicomico counties (Code 1957, 1966 Repl. Vol., Art. 25, Sees. 51, 51-A; Const. 1867, Art. XVII). Directors of Finance: In Anne Arundel County, he is called the Controller and is ap- pointed by the Director of Administration. In Baltimore County, he is appointed by the County Administrative Officer with the consent of the County Executive. In Howard County he is appointed by the County Executive.
