The Authority consists of seven members, of whom one is the Sec- retary of Transportation. Of the remaining members, one is the Director of Public Works of Baltimore City. Two members are ap- pointed by the Governor with the advice and consent of the Senate for five-year terms. Two members are appointed by the Mayor of Baltimore City with the approval of the City Council. The members appointed by the Governor must be residents of Anne Arundel County. The Secretary of Transportation and the Director of Public Works of Baltimore City serve terms which coincide with their designated offi- ces. The Mayor appointed the first chairman, but he will be appointed by the Governor subject to Senate approval in 1974. Thereafter the Chairmanship will alternate. Members may be reappointed, but none may have any interest in any commercial operation of any aircraft within the State or in any Business enterprise conducted at either Friendship or any other airport in the State, under a contract, lease, or other arrangement. The Authority selects the Secretary-Treasurer who need not be a member of it, and appoints the Executive Director and the General Counsel. Friendship International Airport is owned and operated by the Mayor and City Council of Baltimore, but the State of Maryland leases it from the City of Baltimore for a period of forty years at an annual rental of $1,400,000. The Authority has the power to acquire the necessary real estate in the vicinity of the airport for the purpose of constructing airport facilities, at Friendship Airport, as well as to issue revenue bonds payable solely from rental and other revenues of the Authority. It may also make certain zoning provisions applicable to the airport facilities operated by it and fix and charge and collect rentals, rates, fees or other charges for the use of each airport facility. It may not acquire any State land without the prior consent of the Board of Public Works or the State of Maryland, but it may acquire private lands by eminent domain, but only after consultation with the County Council of Anne Arundel County. The Authority reports annually to the Governor and to the General Assembly and to the Mayor and City Council of Baltimore. In addi- tion, the Authority also must meet jointly with the Maryland Port Administration every six months to institute joint use of materials, offices outside the State of Maryland, studies, promotions, programs, operations and other activities where such joint activities will create economies and effectuate other purposes of the Act. The Secretary of State Planning calls and chairs such joint sessions (Code 1967, 1964 Repl. Vol., 1970 Supp., Art. 62C, sees. 1-25). The Northeast Regional Transportation Committee was created in 1967 for the purpose of assuring continued cooperation between the Federal Government and the northeastern states with regard to high speed ground transportation in the Northeast Corridor. The Com- mittee, which is purely advisory, consists of the Governors or one representative from the States of Connecticut, Delaware, Maryland, New Jersey, New York, Rhode Island, Massachusetts, and Pennsyl- vania, the Mayor Commissioner of Washington, D. C., or his repre- sentative and the Secretary of the U. S. Department of Transporta- tion or his representative.
