The Maryland Potomac Water Authority, created by Chapter 411,
Acts of 1969, consists of ten members of whom the department
heads of the State Department of Water Resources, the Secretary
of State Planning, and the General Manager of the Washington
Suburban Sanitary District are ex officio and non-voting members.
Each of the governing bodies of each of the represented counties
within the Authority's jurisdiction namely Allegany, Frederick, Gar-
rett, Montgomery, Prince George's and Washington counties appoints
one of its members to serve on the Authority. An additional member
serves as an alternate. All members may vote except the Garrett
County member until such time as Garrett County is assessed for
payments to the Authority. The Governor appoints one voting member
to serve as its Chairman and he serves at the Governor's pleasure.
The Authority has the power to conserve control and utilize to
beneficial service the storm and flood waters of the rivers and
streams of the Potomac River watershed in the District. The Authority
also has the power to finance the non-federal costs of the Blooming-
ton Dam Project for water supply (Code 1967, 1964 Repl. Vol., 1970
Supp„ Art. 96A, sees. 89-104).
