vancing the economic and cultural welfare of the people of Maryland. The Department is to investigate and assemble information pertinent to the economic development and industrial opportunities and economic resources of the State; encourage location of new industrial enter- prises in the State and expansion of present enterprises; encourage development of recreational areas and encourage tourist business in the State; make the public aware of the State's historical background and progress; and generally advertise the State and disseminate information. The head of the Department is the Secretary of the Department of Economic and Community Development who is appointed by the Governor with the advice and consent of the Senate. He serves at the pleasure of the Governor and counsels and advises him on all matters assigned to the Department, and is also responsible for carrying out the Governor's policies with respect to such matters. The Secretary, with the approval of the Governor, appoints a Deputy Secretary who serves at the pleasure of the Secretary. The Department of Economic and Community Development con- sists of the following agencies, commissions, boards, authorities, trusts, and divisions: The Maryland membership unit of the Appala- chian Regional Commission, Commission on Negro History and Cul- ture, Development Credit Corporation, Division of Economic Develop- ment, Maryland Arts Council, Maryland Historical Trust, Maryland Industrial Development and Financing Authority, Ocean City Con- vention Hall Commission, Maryland membership unit of the Southern Interstate Nuclear Board, St. Mary's City Commission, Community Development Administration, Seafood Marketing, Maryland Bicenten- nial Commission for the Commemoration of the American Revolution, the Division of Tourism, and the Maryland Commission for Latin American Affairs. The Secretary is responsible for the coordination and direction of all planning facilities initiated, and has the power to approve or disapprove or revise the rules and regulations of all of the boards, offices, agencies, commissions, etc., within the jurisdiction of the Department of Economic and Community Development (Code 1967, 1971 Repl. Vol., Art. 41, sees. 257-257-1). Board of Review Chairman: Alfred C. Scuderi, 1973 Rupert G. Curry, 1971; Joseph H. Purdy, 1971; Roger J. Johnson, 1972; Morton Lapides, 1972; Leonard J. Attman, 1973; Nicholas D. Karavedas, 1973. The Board of Review for the Department of Economic and Com- munity Development established by Chapter 627, Acts of 1970, con- sists of seven members appointed by the Governor with the advice of and consent of the Senate of Maryland. Of the seven members so ap- pointed, not less than four represent the general public. The remaining members are to be persons of knowledge and experience in one or more fields under the jurisdiction of the Department. Of the members initially appointed, three serve three years, two for two years, and two for one year. Thereafter, all terms are for three years. The Governor designates the Chairman from among the members repre- senting the general public. The Governor is empowered to fill any vacancy which occurs before the expiration of a term, for the balance of the term so remaining. The Board of Review hears and deter- mines appeals from those decisions of the Secretary or from any department or other agencies within the Department of Economic |
